Simple answer to why he didn't appear at the beginning: Amano didn't think so far, that is my honest belief for this Bishōnen-laden manga.

As to why Checkerface had the clear one: How about he hasn't spread them than or it became Reborns afterwards?

Vindice taking interest in the Arcobaleno fight hints to them not being affilated to that weirdo.
