The setting is a prison. The inmates are split into five person cells. The one the protagonist ends up in is referred to as 五番号. The question is, is this a generic name for a "five person cell", or is this particular cell called "Cell No. 5" or something? The problem is, no other cells are talked about at all.

号 is a suffix for numbers, or sometimes names, that identify things belonging to certain set, mostly (but not always) vehicles and issues of magazines or newspapers. E.g. 一号車 is bus number one if you're talking about buses, or carriage number one of a train. サイゾー２０１２年２月号 would be the Feb 2012 issue of the magazine Cyzo. Examples for non-number usage are ひかり号 (one type of bullet train) or 宇宙船地球号 ("Spaceship Earth"). So, in short, it's "Cell No.5"
