I feel like the centaurs and harpy are being left out. What is their purpose? And who made them? I doubt it was law for the fact that they all have control of their bodies. Samurai guy proves that even while separated the original owner maintains control over all parts, whether connected to something/one else. Also, I doubt law has much faith in luffy: it's been two years! And he didn't know him from Adam to begin with.

I think law shuffling the shs up is him protecting them somehow. Maybe making them even more unpredictable, like say if the enemies have a lot of up to date info and counter measures set up.

What about if those creatures are naturally born that way? Per example, in the appearances of Brownbeard (pre-timeskip), we never actually see his lower body, implying the possibility that he was always a centaur. I believe that maybe they are the natives of the island.

Some of his companions from the lake didn't have the animal lower half when Boss attacked Footvalten in chapter 581 or tried to harrass Hawkins in chapter 594.

I really like that, the idea totally evaded me. But I wonder if they were away from the incident 4 years ago and just returned after it was safe? Also, didn't brownbeard want luffys help for something (unspecified)?

Maybe if the animals are dead, the "new" owner of their parts can control them. So Brownbeard and the other may be able to control the animal legs.
