The game will proceed with both sides taking turns as the offense and defense. In other words, when the "Southern" team is trying to smuggle money, the "Northern" team will serve as the custom inspectors. And every time the inspection concludes, the roles switch. The "Northern" team will smuggle next, while the "Southern" team tries to stop them.
In order to withdraw your money, a player from the "Southern Country" will have to travel to the "Northern Country" and withdraw the money he wants from a local ATM where his money is stored. Over there, the player will withdraw his money and place it in a trunk to bring back to his country. Only the money inside the trunk will count as smuggled. You can take as much or as little money as you like; 50 million, 1 million, even zero, should you choose. But, the trunk is designed so that only 100 million will fit at most, so withdrawing any more than that is a pointless endeavor. The maximum amount a player can withdraw during the whole game 400 million. Once he has withdrawn all that money he can no longer smuggle anymore.
After a player has withdrawn the money, he will travel back to his home country. However, before he does that, he will have to pass through the customs office, where the inspector (a player from the "Northern Team") will be trying to prevent the other player from smuggling the money.

Alpha Note: In the manga the game was carried out with real people, in a real building with real money. Since we're doing this whole thing online I'll have to simplify things a little. For starters, the maximum amount of money a player can withdraw is 100M. End of discussion. No 200M, no 300M, no depositing money, no withdrawing money and not putting in trunk. If you withdraw 50M, those 50M are in your trunk. Next, in the manga, the smuggler and inspector could physically talk to each other before the inspector would choose his actions. In this game, there is no such thing. The inspector will
beforehand choose his action.)
If the inspector has determined the trunk is empty he will call "PASS" and if he's determined the trunk contains money, call "DOUBT". If the inspector calls "DOUBT", he will also have say the amount the he believes the trunk contains. If he believes the trunk contains 1 Million, call "DOUBT: 1 Million". If 50 Million, "DOUBT: 50 Million".
But the minute the inspector claims "DOUBT", a security hold will be placed on the inspector's account in the neutral country. This serves as an indemnity that will be paid in the event that the opponent is innocent. The indemnity will be half of the amount the inspector declared. For a doubt of 1 million, that's 500 thousand, or for a doubt of 50 million, 25 million. It should be noted that in addition to the 400 million each player can withdraw, every player also posses an amount of 100 million in his outside bank account which will be used to pay potential indemnities.
When the inspector claims doubt then an officer of the airport law enforcement will enter the room and check inside the trunk. Now the time has come for the actual match.
Case 1: The custom inspector calls "PASS".
Result: Smuggling successful.
In the event of a pass, the smuggler will succeed at taking the money. If the trunk is packed with 100 million, then he keeps all of it, whereas if the trunk is empty, the smuggler does not gain anything.
Case 2: The custom inspector calls "DOUBT", but the trunk is empty.
Result: The smuggler earns an indemnity from customs.
Because the inspector has placed false charges, the indemnity must be paid to the wronged party. If the inspector called "DOUBT: 50 million", 25 million out of those 50 would be paid as an indemnity to the smuggler.
Case 3: The inspector calls "DOUBT" and the trunk's contents are equal to or less than the amount claimed.
Result: Smuggling failed.
If the amount called is larger than the amount in the trunk, the inspector gets to seize it all. This money will be placed into the inspector's account. Naturally, this includes the security that was taken initially as well.
Case 4: The inspector calls "DOUBT", but the amount is less than the trunk's contents.
Result: Smuggling successful and the smuggler receives the indemnity.
The smuggler will be successful also in the event that the money they've taken is greater than the amount claimed. That way he gets the money he initially stored in the trunk, plus half the amount the inspector called doubt on (indemnity).
After this "match" has finished, it will conclude the turn. Next, the roles reverse, having the Northern Country smuggle while the Southern Country acts as customs to stop it from happening. Once each team has had a turn, that will serve as a game. This will continue for a total of 10 games.
It will be your job, ladies and gentlemen, to get as much money as possible out of the opposing nation and into your outside bank account within the limited number of games. At the end of the 10 games, the whole team's players will have their individual accounts combined, and the country with the higher sum will become the winner.
