I assume that he may think the Gray's competitor,Lyon, stay in Lamia Scale. So Sting and Rogue ,that are Natsu and Gajeel 's competitor, should stay in Lamia Scale as well.

But this only if Yukino in someway will survive and if she will remain a stellar spirit, so she could became Lucy's rival.
