Tsunade stomps... I don't care what anyone else says... I'am going into Minato-Supporter Mode... and whenever someone disagrees I'am going to post pictures of Tsunade making puppy eyes...

That would only apply to people that give a crap about Tsunade. With all her strength and healing abilities I think you, yourself, said it best:
edit: maybe she wouldn't have to get through it, but we can't claim that the protection it provides is completely negated.

In a more serious note, let's (try to) be Tsunade's lawyer :
Well, from the manga it seems she was aware of Raikage's speed at least. So if she goes tank mode right away, she just have to wait that Raikage lands a hit on her to grab his arm or any other part of his body (like balls ), and do whatever she wants to him while she is holding him. If she can break Susano'o, she certainly can deal some damage to Raikage despite his protection, even more if it's a kick on his balls (or to tear those with her hand).

If its a Brawl fight only where Speed is equalized between them.
Then Tsunade win.
If its a brawl fight with no jutsu only physical punch.
Then Tsunade win.
4th Raikage Raiton Armor and Punch couldn't even harm Susanoo without the help of 3rd Tsukikage, who could barely do crack on Susanoo. While Tsunade brute strength easily destroy susanoo apart.
So in term of Brawling fight, Tsunade win as Madara himself say Tsunade is far stronger than 4th Raikage.
I believe that if Tsunade manages to catch him he can pretty much inflict a solid blow, yet Tsunade can't, in all honesty, catch one of the fastest guy in the Narutoverse.
But Tsunade has 2 of the strongest assets ever in her chest, so if she uses them well I believe Raikage would be left vulnerable...
Who am I joking, Raikage takes this as a real man would, let's see Tsunade resist that swag.
The moment Tsunade connects it would probably be over for the Raikage. But that moment seems like an eternity (in our imaginations). She probably could do it in the manga itself though lol
Raikage fighting style is basically charge max speed and hit, at least this is the first thing he would do. I don't remember him showing a fast retreat once he touches his opponent, he likes to keep the pressure with his fist or arm. I don't say that he DOESN'T have the speed required to be out of range after the hit but I think it's quite possible he would be just unaware about it and Tsunade can use this opportunity to hold him.
That's the only moment she can do something to him anyway. This opportunity is deleted if Raikage decides to decapite her at his very first rush.

You can't beat someone u can't touch, tsunade may be physically stronger but her punch won't connect to the raikage
As long as Tsunade drops her bra she can't lose.
