...wait. Tochino said to Kurapika that he was right (he was a Manipulator), right? Well... in this very episode he said that Franklin was "also an Emitter". Keyword being "also".
Either A) Madhouse screwed up at one of the two scenes B) he just went along with what Kurapika said (after all, why reveal your Nen type like that?)... or C) It was a mistranslation.
Oh, I have also made an extended prediction of the next episodes. Though I will probably fail somewhere:
He is an emitter in the manga...
Kurapika just make a wrong guessing.
I know he is an Emitter in the manga. I just said that because some people were saying that that was MH's way of "fixing" his type. It was weird of them to have Kurapika guess wrong when he guesses right in the manga.

Shachmono Tocino is primarily an Emitter.
This is shown by him emitting the Eleven Thankless Heroes.
However he also manipulates them. So he's also a Manipulator.
Compare him to Franklin who doesn't seem to require much of
any manipulation in his Emission ability with nen bullets.
So Kurapika was half right.
Tocino IS a manipulator. But that's only half the story.

It's like this
Tocino can learn Emission to 100%. He can learn Enhancer and Manipulator abilities to 80%. 40% efficient with conjuration.
His ability Eleven Thankless Children combines Emitter and Manipulator abilities. 60% efficient as a Transmuter and 0% efficient as a specialist.
Well, that's true.
But in general we say that a character "is a -insert the hatsu with 100% potential-"...
That doesn't mean he can't use abilities of others kinds of hatsu too.
For example, Kurapika also uses manipulator abilities to move the chains, but we don't say he is both a manipulator and a conjurer.
Kurapika saw Toccino using manipulator abilities, therefore he thought he was a manipulator. But he is an emitter.
Well Tocino is a Emitter with Manipulator abilities.
Kurapika caught on to the Manipulator abilities. But not the fact that Tocino is an emitter.
Actually thinking about it, it makes sense that Kurapika would think he's a manipulator
because Kurapika was talking about controlling the aura that Tocino was using.
In a way it doesn't really matter if Tocino emitted the aura or not because
he was clearly controlling it and that was the real issue. Who was controlling
the thankless children to attack the employees..and therefore who was the plant.
So I do not think it is a mistake but rather a clarification of Tocino's abilities
because simply saying he's a Emitter does not explain why he was able
to control the Eleven Assistants: Thankless Heroes

The point of the scene is Kurapika figuring out that Thankless Heroes were aura controlled by someone in the group--Tocino.
Someone in the group, was the infiltrator, and they were ordering the Thankless Heroes to attack the group. Kurapika
figured out that it was Tocino's ability. So Kurapika is FAR from dumb.
Also given how Kurapika never actually saw Tocino emit the thankless heroes it seems kinda strange that
he would be able to guess he was emitter. It's not like Franklin where it's rather obvious that the nen bullets
are emitted from his finger tips.
So...after analyzing it. I actually approve of this change.
On the "dumb", it was just a joke :P. Kurapika simply had no way of knowing that it used Emission, as you put it quite well.
There is a large thread to talk about Nen Abilities. And it's abandoned. Give it some love, please.
