Is that correct? technically it's referring to the number that is over 10 billion but less than 100 billion

full sentence is;
何百億もの負債
debt of several tens of billions.

Can somebody help me out?

Yes, "何百億" is "tens of billions". Minor correction, but I don't think it's necessary to put "several" since "tens of billions" already refers to quantity between 10 billions and 100 billions.
