I think it's more a sickness than laziness, and Oda being a workaholic would be more convincing if we were not just after a break of the author :-)
Oda has not been as much breaks as he did though. After the time-skip he has slowed down a bit, in FI he took like two? And in the current arc also two, I think? Remember the war and post-war.

Hahaha, funny thing the circus. I recognized Rob lucci's, Buggy's, Sabo's, Tamago's and Dr. Clover's shadows watching whats happening.
Sure girls in OP wear revealing clothes but in the anime, probably thanks to the shitty skill of people responsible for animations and not intentionally but who knows, they often manage to up it to a totally ridiculous level (sometimes it looks like somebody just forgot to draw nipples for them XD). This however, must be the first time that a character in the anime noticed it:
Thinking about it, mangaka often seem to forget the bottom half of the characters, Oda might be the king of those. haha Only having a nice chest, those characters would all be a a laughting stock for real weight lifters. Don't disappoint me Zoro and Sanji!
^ That's not a manga only thing, it is a trick you can probably find in every book about drawing comics. No need for any back story, by exaggerating the upper body of a character you make readers perceive him as a strong person.
