Introduction

I have seen many One Piece rankings and I am rather annoyed by them all. So I decided to make my own, this isn't so much about placing a number value but rather putting things into perspective. I am still going through every volume of One Piece. But since I finished skimming the East Blue Saga, I may as well making the part 1 of this ranking and continue to update it as I go further along. Which hopefully by the end of 2 weeks, I will have the complete ranking.

Things I will take into consideration: location, bounty, power ratio (Doriki, etc), devil fruit power and mastery of the fruit, etc. Also since Luffy and the Strawhats are the prime protagonists. Their enemies' power can mostly gauge via their fights like how much effort was put into the battle and what technique was being used. Also I will tried to not rank characters we knew nothing about like most of Blackbeard crew, etc.
For right now, I think my ranking will based off on locations: East Blue commons, East Blue elites, Grandline common, Sabaody Archipelago/New World common, and so on.

--->Brief explanation of the ranking

It is true that most of One Piece fights depended on circumstances. But my ranking is based upon imaginary rematch battles as well. Nami defeated Miss Doublefinger. But upon a repeat battle out of 10 times, I doubted Nami would able to produced the same result with her surprise elements taking away. Luffy defeats Enel, but during the initial battle, Enel already formulate ways to counter his own weakness. Luffy who is a genius at fighting and forever evolved. But at that moment in time, Enel's ability is just way too versatile for Luffy to combat it and produce the same result in a 10 repetitive battles.

Part 1- East Blue

East Blue is the weakest of all seas with the average bounty of 3millions. Even enemies that far above the average like Captain Jango of the Black Cat (9millions), Iron Mace Alvida (5millions), and Higuma the mountain bandit (8millions) are all weakling. I suspect Luffy could have taken them out with one punch like he did with Alvida. Another telling factor is that weakling like Yosaku and Jonhny are bounty hunters in this sea.

On the civilian side, the cooks of Baratie had proved to be quite competent fighting against pirates and outlaws. They can handle themselves well against the aforementioned outlaws. On the marines side, captain Axe-Hand Morgan, Nezumi, and Lieutenant Ironfist Fullbody can be competent against the average pirate captains but can't hold a candle against the elite of East Blue or the Strawhats crew.

Of the elites of the East Blue, there were Buggy the Clown (15mil), Kuro of the thousand plans (16mil), and Pirate Fleet Admiral Don Krieg (17mil). Of the three, Luffy had somewhat difficulty of fighting against Don Krieg due to his many gadgets. Krieg's armor proved (to an extent) to be effective against Luffy's attacks. Their lieutenants are all quite powerful enough to be captains of an average East Blue pirate crew. None of them were really much of a match to the Strawhats crew. With one exception, Gin of Krieg pirates destroyed a fellow lieutenant (Pearl) with ease. Gin was on par with an injured Sanji and managed to best him. However, we would not know how well can he goes against an uninjured/undistracted Sanji. Buggy was a nobody in the New World under Gold Roger's crew. While Krieg has the misfortunate of bumming into one of the shichibukai so early in the Grandline. Arlong Pirates (veterans of the Sun pirates), however, is well aware of the Grandline. Placing Arlong in a power ranking has always been a dispute, since he bribed the marines to keep his bounty low and he got beaten up by Luffy.

Luffy's strength level is also much of a dispute at this point. Between the time Luffy sets sail to the events of the Baroque Works final fights, there wasn't much time for training. I gonna take a huge assumption that Luffy's strength since the beginning of the series until the fight with Crocodile was the same. My argument is that his early opponents were so easy that he didn't even have time to show all of his techniques (this is true for opponents like Kuro). Of his early opponents, Kuro and Buggy fights was fairly short and easy, though Buggy's fight was incomplete. Don Krieg was at medium level because of his armor and Luffy wasn't used to fighting against someone with so many hidden weapons. Arlong's fight was much more challenging but still at medium difficulty. Arlong was the first enemy that took on many of Luffy's attack without getting seriously injured. Luffy had a much easier time defeating opponents like Mr. 5, Mr. 3, and "Tin-Plate" Wapol than that of Arlong.

The other 2 strawhats worth mentioned at this point is Sanji and Zoro. For Zoro, he didn't really have much of an opponent until his fight with Mr. 1 with the exception of Mihawk. He had a fairly easy time defeat Hatchan (a grandline level) while being injured from the fight with Mihawk. This is the same Zoro that was scouted by the Baroque Works, killed Mr. 7, defeats 100 bounty hunters with ease, and hunted a dinosaur. At Whiskey Peaks, where Luffy went all out against Zoro, Zoro held his own quite well and falcon punch miss Valentine or Mr. 5. Although, Zoro didn't have a bounty. I would argued that before the fight with Mr. 1, Zoro is on the same level with high tier common pirate captains of the Grandline like Bellamy the Hyena. (Also noted, I have a level called Sabaody Archipelago for Grandline Pirates with bounties of 70mil to almost 100mil). On the other hand there is Sanji who defeats sea king, dinosaurs, and a bunch of Bananawani (all monsters).

Last but not least, there is captain Smoker who is clearly can outclass most of the Grandline common captains with bounties. Smoker also get progressively stronger as the series goes by. But at this point in time, he was willingly clashed with Ace, knowing full well how strong Ace is (and Ace's bounty). He wasn't cowered by Crocodile in Alabasta either

Part 2- Grandline: First Half

The Grandline is also commonly referred to as the pirates' grave yard. But even early on in the series, old veterans like Red-Foot Zeff knew the first half is but Paradise. The bounty average is also raised significantly. Most common pirate captains here can likely be unchallenged barons on other seas. In Mock Town of Jaya, the ruthlessness of the Grandline is demonstrated. We were quickly introduced to a number of pirate captains and lieutenants with bounties of their own: The Salvage King Masira (23mil), Sonar King Shoujou (36mil), Montblanc Cricket, Big Knife Sarkies (38mil), and The Executioner Roshio (42mil). However, by post Baroque Works, these are but cannon fodders to the Strawhats monster trio. In one of the most satisfying scene of the series, Luffy falcon punched a supposed big-time rookie, Bellamy the Hyena (55mil).

-->Baroque Works

With the introduction of the Grandline began the influences of the shichibukai, one of the three great powers. The strawhats merely just stumbled onto the Grandline and already they began to tangle with Crocodile's BW agents. BW agents' abilities are so much greater than that of the East Blue bounty hunters. The lower agents: Mr. 8, Mr. 9, Miss Monday, and Miss Wednesday are capable of target new pirates who just entered the Grandline from weaker sea. Agent numbers from 5 up are mostly devil fruit users. Mr. 5, Miss Valentine, Mr. 4, and Miss Merry Christmas showed some abilities but they are more or less a little stronger or weaker than the common pirate captains on the first half of the Grandline and or the elites of East Blue(Miss Goldenweek is a fodder). Of the bunch, Miss Valentine is the weakest but still on par with "Iron Mace" Alvida. From Mr. 3 up, these bounty hunters are on an entire different level that could give the so called big-time rookie Bellamy a run for his money.

It is very difficult to rank higher BW agents due to the fact that they were mainly legal civilians without bounties. First off is Mr. 3 Galdino, this guy is dangerous. He didn't care whether he tackling on Giants with bounties of 100mil with his sheer wit. In combination with Miss Goldenweek's power, he had took down a pirate with 42mil. To judge Galdino based on his performance with Luffy is unfair since Luffy is exceptionally strong even in the Little Garden Arc. And certainly Mr. 3 deserved better than just the second floor of Impel Down. Although, physically, Mr. 3 is weak as hell, but his mastery of his Wax-Wax devil fruit power do gave him quite an edge over others. What Mr. 2 lack in intelligent, he makes up with courage, physical endurance, and mastery of combat. He matched well with Sanji's agility and power blow by blow; Sanji came out of that fight with broken ribs. Also noted, that Mr. 2 was the only agent in the final fight well enough to get away. At this point in time if Sanji and Mr. 2 had rematches, out of 10, Mr. 2 probably win 4. Mr. 2 later went on to earn 32mil bounty, which is fairly low in my opinion.

Mr. 1 pair are professional. Miss Doublefinger Paula's Spike-Spike Fruit has fairly diverse offensively and defensively. Nami was just lucky at the time, if they had rematches, I doubt the result would have been the same. Mr. 1 Daz Bones completely annihilate East Blue Zoro, dealing Zoro his worst injury thus far. Mr. 1's overconfident of his Dice-Dice Fruit led to his defeat. Had he known, Zoro can cut through steel, I think he would have taken more effort to dodge Zoro's attacks. Of the BW agents, Mr. 1 is most well known after Robin and Crocodile. Then, Robin entered the scene as the mysterious and powerful Miss All Sunday with a bounty of 79mil. In earlier time of One Piece, without a doubt she was one of the strongest by taking down capable opponents like the strongest warrior of Alabasta (Pell the Falcon) and Commander Yama of God's Enforcers with ease. As the series progressed, however, her growth is lacking and overshadowed by the new found strength of the monster trio.

Last but not least, Mr. 0 Crocodile of BW was a force to be reckon with. The One Piece fandom ranked Crocodile as one of the weakest shichibukai, and to that, I think it isn't fair. Crocodile was the only one that should have killed Luffy in all three fights (a record that surpassed even Magellan). It took Luffy 3 days to recovered from his injuries. People seems to think that without the desert Crocodile will be at a disadvantage, but that simply untrue. His most deadly power is his right hand that dried up everything. Imagined fighting him on a 50th floor inside a building, he just simply weaken the structure and let the whole building collapse on everyone. Being a logia, he virtually is unhurt and he is smart enough to pull a stunt like that. Unlike Smoker, who is an amateur is comparison, Crocodile is intangible at all time. Even when he was tangible, he had showed to taken many hits from Luffy, "Diamond" Jozu, and being baptized in Impel Down. Crocodile without his devil fruit can be formidable with his intelligent, physically fit, and poison hook. Crocodile in the desert, I don't think many characters can take him down in his favorite battle location. In comparable with Enel, as a rubber man, in reality, Luffy still can conduct electricity if the voltage is high enough like lightning >___< But using the manga logic, sand is also an insulator not a conductor. A fight between him and Enel would certainly interesting.

-->Skypiea

On average, Shandians, Birkans, and Skypieans should be stronger than the Blue Sea normal inhabitants. This is due to the fact that the air is much thinner on the sky than on the ground coupled with the facts that all of them are armed with strange and unusual weapons. The strongest of the Skypieans, unarguably is Ex God Gan Fall. In his old age, he is still very proficient with combat especially aerial combat. Welding a lance and an impact dial, he did manage to keep up and at one point bested "Sky rider" Shura (who is a master of Mantra). He lost all of his fights but I would ranked him the same level as two top priests especially it took 30 million volts to take him out.

Of the elite Shandian warriors, Genbo is the weakest. Kamakiri and Braham are one level higher. Both have excellent agility and movement due to their Jet Board. Kamakiri is stronger in close combat with his burn blade, while Braham is more excellent in long range combat with his dual flash guns. None of the three however showed any potential that they could defeat a priest. At best they could give Satori of the Forest (the weakest priest) a run for his money. There was not much to the battle between Braham and Zoro. Once Zoro unleashed his new range technique, Braham was brought down rather easily. For most part of that battle, Braham has the upper hand and yet still didn't bring much challenge to Zoro. "Berserker" Wiper is the strongest and the most competent Shandian. His Burn Bazooka equip with breath dial, I could said is the most destructive long range dial weapon and perhaps one of the strongest dial over all. His two other weapons including a sea stone and Reject Dial give him an edge during close combat. But what rank Wiper higher than the God's priests are his stamina, mobility, endurance (Ohm), competent during battle (Gedatsu and Satori), tenacity of not giving up, and not underestimate his opponents (Shura).

In the God's army, Hotori and Kotori are a joke. Their dials can make them quite a challenge foe for old One Piece villains. But more competent advisories like Arlong, Mr. 2, and Mr. 3 can kick their asses any day. Commander Yama is much stronger, but beside brute strength there isn't much to him. Satori of the Forest is the weakest priest. Initially, in the manga, he seems super strong. But that is because the strawhats weren't fight him seriously due to their boat is keep on floating away. Secondly, mantra is such an alien ability then. Satori's mantra is the weakest of the four. Also although he carried a lot of impact dials, all of these have to be loaded beforehand. That meant he will have to run out of them sooner or later. His other weapon are "surprise balls" which is very situational and random. Outside of his ordeal, there isn't much to him. Gedatsu of the Swamp is much stronger than Satori. I would ranked him higher if he wasn't so stupid. His milky dials and jet dials give him plenty of agility and capable powerful blows. His battle against Chopper was incomplete. After taking on Chopper's strongest attack then (Kokutei Cross), he still managed to be conscious and accidentally exist the battle by himself.

The two top priests "Sky Rider" Shura and Skybreeder Ohm are on a different level. Shura may perhaps be the best aerial combatant until this point in the series. His heat javelin and fire breathing bird, Fuza, are impressive. But the best thing, he has in his arsenal are string clouds that immobilized his opponents. However, such obstacle would not be much of a problem to others at his tier like Mr. 1, Nico Robin, and or Ohm. Ohm's weapon probably is the best out of all the priest. His Eisen dial cloud sword is strong like steel but flexible like a whip and can be manipulate into a wall for shielding. Combine with his Mantra, he could attack his opponents at long range regardless of where they hide. It proved to be a problem for Zoro, who could cut steel but cannot get closer. As the result of the battle, Zoro strengthen his long range air slashes into something that can even cut through steel.

God Enel if he was a pirate could have a bounty of 500mil in comparable to Crocodile (who should be at least be at 162 mil). I want to addressed bounties first. Strong individuals' first bounty is around this range of Crocodile's 81mil). Zoro's first bounty is at 60mil. Sanji's first is at 77mil. Robin's bounty due to her threat is at 79mil, Jinbe was at 76mil, while Boa Hancock is at 80mil. So one could assume that, Crocodile's 81mil is his first and it was frozen since then. That is not a proof that Crocodile is weak. In comparison, God Enel in combat ability is about the level of Crocodile but overall he was the greater threat. Enel's Ark Maxim couple with his devil fruit (Goro Goro no Mi) is on the level of semi-Ancient Weapons. While up on the sky where no one can reach him, Goro Goro no Mi enhanced his Kenbunshoku Haki (as electromagnetic waves) to a range that surpass everyone else in the series render him almost complete omniscient. At such a comfortable range, Enel could just do his Advent of thunder over and over until islands sink. Such an ability is more magnificent than Crocodile's Sables: Pesado (sandstorm) which require time to become unstopable, and Ground Death/Wasteland Cataclysm (which I don't know why Crocodile not using more often). Not until later in the series that we have other compare abilities such as Ace's Entei, Akainu's Ryusei Kazan (Meteor Volcanoes), Aokiji's Ice Age, and Whitebeard's Gura Gura no mi.

Enel's knowledge is quite astounding. Physically, Enel is quite acrobatic, able to blocked Zoro, and took on many of Luffy's hits. Among his endurance feats is taken a reject dial to the heart (comparable to Rob Lucci's Rokuougan), and taken on Luffy's Golden Peony (which comparable to lesser haki armament). Even after the battle with Luffy, he managed to recover before the Ark Maxim hits the ground and flies straight to the moon. His devil fruit give him a great range of agility and speed (only later to be outmatched by the admirals). His best agility left is alchemy and manipulation of heat (the agility that best to combat against Luffy) since lightning is 5 times hotter than the surface of the sun (one piece wiki). I don't know how much this is comparable to Ace and Akainu. Enel potentially could wreak havoc in the New World. His only downfall is that he hasn't encounter many opponents with exceptional level of haki. Though one thing is for sure, Enel is smart and cunning enough to learn quickly and overcompensate for his weakness.

-->Strawhats pre Enies Lobby level up

Nami's experimental of her signature weapon, the Clima Tact (party entertainment version), elevated her from being a fodder. Her two most notable achievements after East Blue Saga were defeating Miss Doublefinger and stalling God Enel. The former was more of a good luck, and the latter showed that she mastered the Clima Tact. I ranked her at 2nd tier East Blue elite due to the fact is that once the surprise factor is taken out, she won't hold a candle to stronger opponents. Usopp, whom Oda claimed is the weakest of the strawhats, is a fodder pretty much until his fight with Luffy. Physically, Usopp didn't improved much at all through 3 major sagas but had proven time after time that his tenacity and willpower must not be underestimated. With the new found knowledge of dials, range attack capacity, and hit/run tactic, Usopp can troll the shit out of East Blue major villains. Defeating them though is another question. Other opponents above that tier, Kuroobi, Hatchan, Masira, and Criket are all competent in the water. Potentially Usopp can beat them and had proven to defeat opponents even stronger than them. But once they can drag him under water, it would be the end to the great captain Usopp the brave troll.

Entered Tony Tony Chopper, one of two newest strawhats. Tony Tony Chopper's agility is excellence but time seemed to be his enemy pre-skip. Defeating opponents like Mr. 4 and Miss Merry Christmas and Gedatsu of the Swamp solely on strategy. Even during the battle with Gedatsu, he didn't managed to knocked Gedatsu out either. During the fight with CP9 Kumadori, Chopper's best attack did managed to break through a 810 Doriki Tekkai, a great feat which reflected Chopper's true potential before the battle with CP9. With the great time constraint, however, Chopper cannot be rank higher.

Now on to the monster trio, East Blue Sanji was incredibly powerful easily matching power and beat Mr. 2 (barely). I had previously ranked East Blue Sanji the same as Arlong so that I don't underestimated his power. Sanji didn't do much throughout Skypiea. But glimpses of his strength is found here and there. Before Diable Jambe level up, Sanji is already matched and out speed Kalifa (d630) and almost broke through Blueno's Tekkai (d820). With such speed, he could close the distance to Ohm (a range fighter) with ease and cause great internal injury to Mr. 1 Daz Bones (who completely annihilated East Blue Zoro). I only ranked Zoro to be stronger because Zoro actually did more than Sanji during the Skypiea Saga. By the end of East Blue, Zoro acquired two more named swords: Yubashiri (Snow Run- one of the 50 Skillful Grade) and Sandai Kitetsu to go with his Wado Ichimonji (Straight Road of the Harmony- one of the 21 Great Grade Swords). Without his swords, Zoro had show to be physically on par with Sanji. During BW Saga, Zoro's Lion's Song breaks through steel. And on Skypiea, Zoro developed a new range attack series the 36-72-108 Pound Canon. The 108 Pound Canon was strong enough to break through iron cloud (strong as steel). So technically, entering the CP9 saga, Zoro can cut through steel both from close combat and range combat. Recalled, his "Dragon Twister" a mid range attack a finishing move that he used on Hatchan. By Enies Lobby, he used such a technique to break down a building at 0 range while being trap (this meant he had no leverage or momentum); this technique was developed enough to break through Tekkai.

Comparing pre-Water Seven monster trio to the CP9 is difficult. In the manga, CP9 was first introduced as invincible. This illusion is caused by having Rob Lucci taken on the monster trio without defending himself (Sanji during the train). At this point in time, we had no idea that Lucci was the strongest nor how much stronger he was comparing to the others. Among the CP9, Lucci possibly had the strongest Tekkai. Blueno, Jabra, and Kaku has similar level of Tekkai (arguably Blueno may had better Tekkai than Kaku or Jabra, note that doriki measured the overall and not the specific). Kaku had avoided taken on Zoro with Tekkai since the beginning. As for Sanji, his weaker kick didn't work on Blueno, but one of his more higher level kick almost break through Tekkai. Sanji also tend to target the weak spot on the body such as the head and neck where Tekkai isn't as strong there.

With that note, I am now discussed Luffy pre-gears. The different between East Blue Luffy and Grandline Luffy was his evolution of brute strength. If mastering the gears was the peak of Luffy's devil fruit abilities, then reaching Enies Lobby was nearing the peak of Luffy's physical abilities (as post timeskipped was mastering haki). Luffy had developed enough reflex to follow Enel and a tough durability (after 3 days recovery by Crocodile). By Water Seven, he had showed enough brute strength to push two building apart while having no leverage, space, and or momentum. His premature encounter with the CP9, only Rob Lucci took on his strongest attacks such as Gomu Gomu Gatling Gun without getting harm. Blueno just took on a typical Gomu Gomu kick and then just dodge the more powerful techniques (thus making his statement on the second encounter about not remembering Luffy being this strong sort of silly). A Gomu Gomu Rifle with momentum was seen easily break through Blueno's Tekkai (d820). Without all the distraction like at Water Seven and being ganged up on by four CP9, Luffy showed that his speed pre-Gear was on spa with Blueno. By Luffy's own admission that his battle with Blueno was getting nowhere before he introduced Gear Second, so I concluded that Luffy is about as strong as Blueno perhaps a tiny bit stronger pre-Gear since he is more durable. But I will put those two at the same rank for now.

But in my opinion, during the time in skypiea, Enel would beats Luffy 9 out of 10 rematches. Enel had showed enough intelligent to counter Luffy. As long as he had gold he can defeat Luffy. One golden ball was already way too much of a hassle. I doubt Luffy can survive with all his limbs locked. Enel had also showed quite many physical feats also.

Thing is that Luffy is smart as well when it comes to fighting. So I think Luffy would win 10 out of 10 times. No kidding here. Electricity is too easy to counter.

Based on the One Piece wiki, Luffy is a genius at fighting. But how much can he do without his friends help if he got chained by 2 or 4 golden balls.
Anyhow if you read my new analysis, the sheer volume of electricity that Enel produced in reality could forced its way through insulin like rubber.
But electricity, I supposed isn't my favorite Enel's ability. His speed and alchemy is. I think with the Ark Maxim as a weapon and gold as the medium, he is almost unstoppable. Also, physically Enel isn't weak. He was seen blocking pre time skipped Zoro. And he can stood back up to go to the moon, after taking that one powerful golden punch from Luffy. This can't be said about Crocodile or Rob Lucci. Though, we can only guess how much is the punch compare to G2 Gatling and G3 punch.

If the fight take place in the sky, Enel from a safe distance can knock all the sky islands away and let Luffy falls to his death.

Okay, in less favorable circumstances, the battle ended up as a draw, because Enel won't fight Luffy head on (which in the manga he had a tendency of doing). And Luffy at that time don't have the speed to catch up.

Lastly ranking isn't just that one match and one opponent of that one level, Enel need to fare against other opponents under the same criteria also.

I ranked Enel higher than Crocodile even though I think Crocodile can kick Enel's ass every time due to sand isn't a conductor of electricity.

These statement tell me that you didn't read my ranking at all. I gonna addressed Shiki first. As canon as he is, I will not include him in the ranking because I haven't watch the movie. Beside, I am uncomfortable at the fact that some one on Gold Roger level is defeated by Luffy preskip. Lastly the luffy in the movie is different than the Luffy we are talking about here.

Irrelevant, I have multiple ranking of Luffy. Luffy at 30 mil bounty, Luffy at 100 mil bounty, Luffy at 400 mil bounty. They are all separate. If you want to start a discussion read my ranking first and I know it is quite incomplete. As far as I am to be concern, Luffy not quite defeat Enel the first time around. Luffy got help. Beside at the end, Enel has no interest in battling Luffy. As evidence, he didn't get knock out by Luffy. He was quite okay, he just left for the moon because that what he want. In contrast, Crocodile did get knock out by Luffy and got arrested (except at that point he isn't motivated enough to do anything). Rob Lucci battle a different Luffy than the Luffy that Enel encounter. Rob Lucci got beat so bad that he was out cold and need medical treatment. I have so far rank Luffy at 30 mil and at 100 mil. I have not yet rank Luffy at 300 or 400 mil. But to be honest, with the rubber advantage, post skipped, Luffy will beat Enel 10 out of 10 times. This is due to the fact Luffy's Mantra is only somewhat below Enel. But his other 2 Haki types are way superior.

Lastly, that is why there are repeat battles, because after the 1 initial battle, each enemies got to know one another. If you recall, Enel was very smart when fighting Luffy by not fighting Luffy at all.

You are right, it's about their strength not origin.
But the name matters, East Blue is said to be the weakest area and we don't really know how much stronger average people from the other areas are so we can only compare them to average East Blue pirates/marines.
