Here's my take on things. The minimum goal for the non-Harimoto side is for them to end the game with a total of 596 + 230 + 151 + 190 + 67 + 312 + 300 - 7*100 - 2*150 = 846 coins between them - this is their total profit if they manage to to exchange cards between themselves so that the five people with cards all have a placing (which is possible given the cards they have - if Shimoharada's 9 of Spades goes to Saeki, Yasukawa's 7 of Clubs goes to Shimoharada, Taninaka's Jack of Diamonds goes to Yasukawa and Saeki's Queen of Clubs goes to Taninaka, then they all have at least one pair) and they only have two pigs. Now, note that the non-Harimoto side can end the game with more pigs and still achieve this outcome if they get 150 coins from Harimoto's side for each extra pig. Given this observation, there's a guaranteed way to achieve this goal - simply get Taninaka, Shimoharada, Saeki and Yasukawa to bid 150 coins every time they do a card transfer (and do the card transfers one-by-one, so that Yasukawa actually has 150 coins on his turn to bid). If Harimoto's team decides to bid more for one of the cards being transferred, the non-Harimoto side gets 150 coins to cover the extra pig. More importantly, the 150 coins coming in from Harimoto's team would actually go to the right person, so the non-Harimoto side doesn't have to worry that the 150 coins would go to somebody who's not willing to cover the extra pig later on. (To see this, note that the potential pigs make money from selling a card, not from bidding and winning a card to make a pair, since they're bidding the 150 coins they would have to pay if they became pigs anyway.)
The only potential hiccup I can see is if the 4 potential pigs on the non-Harimoto side are still selfish enough that they think of bidding <150 coins during the transfer process and Harimoto realises this, since this would cause trouble for the person trying to sell a card. Otherwise, it'll be interesting to see what Akiyama does to get even more coins out of Harimoto's team.
