Sorry if this is a pointless discussion, but I always wondered why he developed such a frightning technique.
To augment the fighting power of Konoha? To talk with dead people about different matters? To do things that we still don't know?

As wicked as it may sound, he developed it for the village, and then, for some reason, he labeled it as Kinjutsu, possibly coming to know how evil this could be when used against your own.
Your explanation is plausible, but if it's so, why didn't he used it during the wars?
He could have avoided pointless deaths as you said....
I don't know how to explain it, but I think that there is more to this techinque than we think.
Considering his control and the summons' power was far from what it is today, that wouldn't be a good idea overall, even if he was cold-hearted enough to kill his own subordinates.
Maybe t'was created before the truce when the uchiha and senju are in war. And judging from tobirama's hate to uchiha, then it's not impossible that he can abduct an uchiha and make that as a vessel. Or maybe his first ET was an uchiha. Tobirama seems a man who value the life of an innocent ninja/people. But he's a man who hate and disgusted an uchiha , so maybe all of his experiment from ET are all uchiha's.
To put it simply;
Madara said that it was originally used to clear the battlefield, I think. So it could've been a jutsu made for war, for example to clear traps with the dead, spy on the enemy, battle, etc
