Oh, another tough one. But yeah, if Luffy could beat him back then, Lucci could as well.
They probably both became stronger during 2 years and the only question is - Who progressed more?
But since we can only speculate, I give this one to Lucci.
Judging our Marineford performance of the greatest hurracane Sandy-man. It should be a tough fight if Rucchi figures his weakness, but still will be close combat so Sir Crocodile got my vote
Goddammit! Why must two of my other favorites face off against each other? Hmm, I don't know. I'm just going to hang around and look at the arguments presented and add my two cents where ever needed.
Well, I assume that Lucci is smart...but you need to be creative in order to find out about watering Croco. And He is still a Logia, which give him a plus.

Lucci is the top CP9 member, no doubt he knows much about the shichibukai, Luffy fought him to the near death state, plus Crocodile seems to be an easier opponent to Luffy than Lucci, considering how much he struggled with both, at least that is my opinion. Once Lucci gets a hold of water it is over for Croc, Lucci will go Leopard, rokushiki, raw power berserk on him!
Thing about Crocodile though is water isn't a guaranteed win. He will lose his intangibility, but he still has his physical strength, his hook, and his right hand, that should absorb the moisture.

uuff, tough one.. Hmm, Crocodile lost to Luffy because he was arrogant and underestimated Luffy.. He's much stronger than Alabasta-Luffy back then.
But Rob Lucci is a Top CP9 agent..
I guess Croco wins because of his Logia powers and poison hook.
But neither his poison hook nor his logia was enough to win against Luffy. And Luffy with gears barely defeated Lucci. Crocodile is one of my favourites too, but I can't help but feel that some of you guys are not seeing this clearly.
It's true that Crocodile would have a chance against almost anyone, but I don't see what is it that makes Luffy so much stronger than Lucci here? What if WG found out about Crocodile's plans and sent CP9 to Alabasta? You think Crocodile would win?
Lucci has not shown haki. It depends on the environment: if there is water in the vicinity and Lucci actually figuring this out, only then can he actually hit Crocoboy. My vote goes to our former Shichibukai.
We haven't seen Lucci use haki, therefore we can assume he doesn't (as a top CP9 agent, and not a novice at that, if he didn't use haki back then, we can assume he didn't intend to learn it anyway).
So if he doesn't figure out Croc's weakness, the outcome is obvious.
But even if he does, Croc's Marineford performance should give him the win. On the other hand, we haven't seen anything new from Lucci since EL events.
Basicallly this depends on Lucci's ability to notice Croco's weakness... Which is not obvious, well he's smarter than Luffy I guess, but it was pure coincidence that Luffy managed to notice it, sheer luck, that isn't something that would happen in every fight
And once Lucci would get touched by Croco's right hand he's doomed...
Well, Lucci is supposed to have WG intelligence info on his disposal. Maybe he even knows Croco's weakness. Even if it wasn't for that, he's pretty smart. It didn't take him long to notice how Luffy's Gear 2 works and what it's weakness is. Compared to that, water > sand seems like elementary school.
As I said right away, Croc would have a chance against almost anyone but can't go against what we've seen. Hell I'd even like it if Croc came back to story, stronger than ever.
Luffy with gears barely won against Lucci, but Luffy without gears was outclassed in every way by Crocodile. They weren't even until Luffy used his blood.
As for sending CP9 to Alabasta, it is highly probable he would have won. They would be in his environment, so he would have had an infinite amount resources to fuel his power even more.
