What does 袁世凱 mean in the second panel? Other than a Chinese general and politician? She's about to throw the animal overboard, and after that panel decides to spare it.
Or is this some strange pun from panel 1, insuugai -> enseigai?

It'd be a pun for sure if the pronunciation were the same. But given only a similar pronunciation, is it really a pun? Is that name even known in Japan? It would certainly be a strange pun to make if no one even knows about En Seigai/Yuan Shikai.
I really don't know what to say, but assuming that the image didn't come from JP/CH scanlated page, I understood it as:
A man said: 員数外
The creature was wondering if the guy said: 袁世凱 (? = wondering)
