Devil Fruit users vs. non-Devil Fruit users?

Well it always seems to be brought up as an issue though none bring it up in full detail. The debate that in One Piece if you have a DF you are stronger than those who do not. Generally speaking of course since some DFs are not that useful, some DFs go a long, long way though.
But can a normal regular powerful person beat a a DF user that has a powerful fruit?

The easy answer would be haki, things are progressing at such a paste in One Piece that haki might solve everything. But maybe there are other types of powers, and other types of people using those powers? Maybe a super big giant like San Juan Wolf is capable of something unseen to the reader?

My question is generally from what we have seen, and from what we might potentially and from what we SUPPOSE we will see how can we answer this question? DF users vs. non-DF users?

Good point, but I'd say its a lot about how you use the DF you've got.
What if Luffy never used his DF to mess with his insides and access Gear 2nd?
Or... If Chopper like the majority of Zoan users was unable to access another Transformation point beyond Full-Zoan and Half Zoan?

Whilst Sanji, Zoro and Garp are awesome examples in the argument that you don't need a DF or that Non-DF users are better since they can still swim,
Is it coincidence that the Admirals were all DF users, and the next two Admirals to fill the spaces we are already anticipating to be DF users?

Granted Garp rejected the opportunity to be Admiral on various occasions.

Re: Devil Fruit users vs. non-Devil Fruit users?

It may turn out that something like "hearing the voice of all things" can trump observation haki since observation haki is limited to living things. I would think this ability (hear voice of all things) is more rare than conqueror's haki. I'm also interested in seeing Zori expand on the idea of "hearing the breath of all things" after going to Wanokuni. Maybe a full mastery of this ability can trump armament haki. They may be related since the ability to "hear the breath of all things" also allowed Zori to sense non-living things around him (which is just like observation haki used on non-living presences).

Anyways, the strawhats have barely entered the new world, so I'm sure there's many other abilities and powers that affect the strength and skill of someone that we haven't seen yet. There may be things that can overpower or bypass haki; but since Rayleigh, who's been through the whole grand line, said that haki is the only effective way to combat devil fruit abilities other than using natural devil fruit weakness, chances are, there's no other way around that in the new world either.

I think it is apparent that it is easier to become strong, reach a certain level and so forth with a DF than without, of course assuming the DF is actually useful and not like Kinemon´s clothing fruit (not confirmed yet). I still think though that reaching that certain level without the DF might be more advantageous, even if it is quite harder to accomplish. You do not have an obvious weakness (Sea water + Seastone) and you are not tempted to rely on your DF powers which in turn makes you work on your other skills more, especially physical abilities and of course Haki. We have seen many that rely on the DF too much and thus are vulnerable. Non-DF users will never have the destructive power of WB, the speed of Kizaru or the deadliness of Magellan but they have the advantage of being the more constant fighter.
