well in france we talk about "dessin annimé" which solves the problem
if we want to specify that it is japanese we say manga
But are the term very important ? There is influence for every part of the world. Everybody is trying to copy japanese style but one of the first long japan animation ever "white snake" from yabushita was highly inspired by "the king and the bird" from french Paul Grimault
For me the quality of the movie is the most important there are plenty of bad japonese anime but I will watch my Tex Avery DVD with as muche pleasure as a miyasaky one
Lol. Long story short, if you're in Japan, they'll probably call all cartoons "anime" and all comics either "comikku" or "manga". So, yeah, anime can be anime even if it's not from Japan.
Anime is just the Japanese term for animation. Yet Anime is a distinct style of Japan. In addition, other countries has produced their own animes such as Oban Star Racer. So it does not necessarily mean that all animes are from Japan and all others are just cheap imitations.
Of course I think Japan has started to recognize anime/manga from other countries lol.
I have been watching Avatar - The Last Airbender and I know it’s not a series from Japan, but I actually think of that series as an anime and I will be adding it to my list of favorite anime series once I finish watching it. Whether I consider a series an anime or no depends more on the actual series than on where it is from. This is just me of course.
