I think a lot of the pretty girl/erotic covers were meant as a sort of levity in a series that doesn't have much otherwise. I mean, no character is truly safe in the entire series, so it adds a whole lot of suspense and tension to the series in general. Having a random naked chick every once in a while on the cover just kind of makes you smile, shake your head, and think to yourself, "Oh man, Oku, what are you doing?"
Other than that, Oku knows he is good at drawing the female form, (and I'm pretty sure some of you would agree with that statement). Why not show off his skill and have random hot chicks running around constantly?
The fanservice isn't as "extreme" as in some other series I've read through, (granted I'm not caught up on Gantz however). I never really even noticed it AS fanservice all that much.

Reading Gantz at home was one of the most dangerous things I've ever done... I convinced my parents that I'm not downloading porn but the naked chicks could have easily had gotten me busted. So thank god that they are gone >.>
(though if them came back i would just start reading Gantz on my laptop... the n3k3d chix were h4wt.)

Yeah, The covers were fun... and they were really interesting when I first got into the manga. But one downside was trying to read the chapters while in school... phew, had to make up some excuses back then... and fast.
