[Insert text: Hurling trump cards left and right, Negi's big chance is finally here! It's time to surpass the legend!!]
Rakan: (My... own power...? // Kid... you really are...)
Negi: (It's working!!) // Haaahhh...!! // (This is my first... // ...and final chance!!!)
2-3
Mahou Sensei Negima!
Period 247: And On To The Summit
[Insert text: This single attack holds everything he has!!!]
Rakan: !!
Eva: "Taiindou".
[TN: Literally, "Way of the Moon", though perhaps it would be more appropriate to divide up "taiin" ("moon") into its separate kanji, "Great Yin" (as in "yin and yang"), where "yin" represents the passive and the dark.]
Eva: Magia Erebea's ultimate combat style, turning the enemy's strength to one's own whether it be spiritual or magical... // A phantom technique that even I, though I dwelled long upon its hypothetical mechanisms, was ultimately forced to abandon due to the immense practical obstacles and issues of efficiency. // And you actually succeeded in completing it... boy...!
Negi: Perfectus Plasmationis... // Complete Lightning Transformation!! // Chihayaburu Ikazuchi!!!
[TN: Okay... "Ikazuchi" is simple, means "thunder/lightning". "Chihayaburu", on the other hand... It's a "makura-kotoba", a kind of classical literary device used in ancient Japanese poetry, a poetic word always used to evoke a specific thing. "Chihayaburu" in particular is a word used exclusively to describe kami (gods), and is as such often translated as "almighty", etc. (Not 100% on its literal meaning, but apparently a "chihaya" is a form of ceremonial robe, and "furu" is "to swing", so perhaps something along the lines of "with sweeping robes".) However! The kanji used for "Chihayaburu" here are different. Rather than "chi-haya-buru" ("thousand-swift-swing"), it is broken up as "chi-ha-yaburu", giving it the distinct sense of "thousand-rock-breaking". Whew. (Reading the "rock" kanji as "ha" is a bit of a stretch, mind... ~~)]
4
Negi: HAAAAAHHHH!!
Rakan: Nnghhhh...
5
Rakan: (I see... This really is... // ...not good...!)
Negi: Dextra Emittatur Sagitta Magica Series Fulguraris!! // Plus Rakan Power!!! // Raika Houken!!! // Dextra Emittam!!!
6
Negi: Titanoktonon!!!
[TN: So he is using it XD]
Negi: Haaahhh!! // Emittens Dios Lonchei!!!
[TN: What the hell, Akamatsu? Katakana "Ronke-i" meaning "spear"? That doesn't look remotely like the Latin that I'd expect here >_< Looks closer to the Greek "Lonchi", but not really close enough, and Lord knows what Greek would be doing here anyway >_< Anybody have any thoughts on this? >_<]
Negi: Chilipl Astrapes... // ...Producam!!!!
7
Negi: HAAAAAAAAA / AAAAAAAAHHH!!
Someone: No way... the barrier around the stadium...!
Yue: ...!
Announcer: Ah!
[TN: Is she a hologram or something? Because at this point, I have no idea how she is still alive standing in that stadium.]
8
Announcer: Th... // This is... // They've won!!! / Nagi's team...
Negi: *pant* // *pant* // *pant* // I... won? // *pant* // *pant*
Announcer: ...have defeated the legendary hero... / ...and won the tournament!!!
[TN: Don't say it so quickly, it makes me think Rakan's going to get up again. Actually, who am I kidding? Rakan is going to get up again. He's goddamn Rakan.]
9
Yuuna: He won!
Makie: F - F - For real this time?!
Konoka: He really went and did it~!♡
Nodoka: Sensei~!
Shiori!Asuna: Negi~!
Misora: All right~~!
Ricardo: Unbelievable... Still, after that level of damage...
Theodora: Indeed... / [aside]even a man like him couldn't...[/aside]
Tosaka: No... fuckin' way... He actually went and did it... // Heh... I guess you really are a monster! // ...You're one screwed-up guy, you know that...?
Negi: *pant* // *pant* // *pant* // (Did I... do it? ......I gave it everything I had... using the Thousand Bolts four times is about my limit... I took the one opportunity in the entire match and pounded him with absolutely everything I could muster...! // He was certainly going easy on me for the entire battle... / That he chose to fight me not as an enemy, but as his student... That I was able to take advantage of his willingness to rise to a head-on challenge... The whole battle was a series of tricks and manipulations that can hardly be called worthy of a "hero"... but still... // Even with all that, I can't believe I was able to defeat Rakan-san... // ...and yet...)
Announcer: [aside]H... He's not dead, right...? // A... At any rate, I honestly can't believe that someone has actually appeared with the power to defeat Rakan himself... / Sh - Shall we move right on to an interview with the victor, then?!
Negi: (With this, Ako-san and the others...!)
10
Ako: NO!! // NEGI-KUN!!!
Negi: Huh...?
Announcer: Wh... / Wha... Wh - Wh - Wh...?!
Rakan: Letting your guard down without even stopping to check whether the enemy's out for the count? That's what I call a fatal error. / Still...
Negi: (No... // ...It's impossible...!!!)
11
Rakan: Brilliant. // Abso-freakin'-lutely brilliant, kid!!!
Announcer: How is he standing there grinning like that?!
Ricardo: Whaaaaaaaaaaaaaa?!! // After all the damage he just took?! That's not even possible, surely?!
Chisama: THIS GUY'S SO BROKEN IT'S NOT EVEN FUNNY!!!
Announcer: H - H - H - He's back! The hero Rakan... is back?! / What is WRONG with this match...?!
Negi: (Un... Unbelievable... Well, he is the kind of man who could fight my father to a standstill... I can't say it hadn't occurred to me that something like this might happen, but still...) // [aside]Even if he did withstand it... how?! // His willpower... he took that god-slaying attack from within his body, and...? / ...No. I can't understand it. This man defies reason.[/aside]
[TN: Having re~al trouble reading that tiny text in this low-quality RAW, so apologies if there are errors ~~]
Negi: (To take all of that energy... all of it... and just stand back up as though nothing had happened... // Rakan-san... Father... // You people are just... // ...just...)
12
Negi: (...Just so utterly incredible!! // I'm awed all over again!!)
Rakan: Heh... what are you talking about? You're one of those "incredible" guys yourself starting today.
Negi: Wha...?
Rakan: You just did it. / You opened the door... took your place on the stage. // You exceeded my expectations twice, three times over. / Hell, you managed to fight me into a corner. // This is Jack Rakan, of Ala Rubra, giving you his official seal of approval. / Starting today, I recognise you as a man. So be proud, and stand tall.
Negi: Rakan... / ...san...
Rakan: Still... heheh. To think that your real genius lay not in magical power, or in technical skill, or even in effort, but in "development"... I'm honestly taken aback. // Hell... forget the talking.
13
Rakan: Truth is, I'm in pretty awful shape too after all that. // It'd be a real shame to just let it end here. / Gimme more. Let's do this thing!
Negi: ... // All right. // Emissa Stagnet... // ...Jovis Tempestas Fulguriens!!
Rakan: Whoa, whoa, I thought you said you'd given it everything you had!
Negi: Well, I did at least keep a little insurance.
Rakan: Hah! // (I like it. // Brilliant. // I never thought you'd come this far.)
14
Rakan: (You're the best, Negi!!)
Negi: Ngh...
Rakan: Heh...
Announcer: Wh... What's this now...?!! Just what happened to the dazzling display of incantations we were witnessing only moments ago?! // Both combatants seem to be going head-on in a raw physical battle!! / It's just a plain fistfight!!
Dolphin: Ahhh, but this too is hot stuff in its own way!! / [aside]what's your take?[/aside]
Zaytsev: Hahahaha! It looks like the audience are loving it!
Eva: Hah... no trace of skill or strategy... // How terribly crude.
Theodora: It's as though they suddenly lost all interest in the actual outcome of the battle. // Dear me... that's men for you.
15
Rakan: ...Hah! // Hahaha!
Negi: *pant* // *pant* // Heheh!
Rakan: Hahah! / Hahahah! // Hahahahah!
Negi: Ahahah! // Hahahahah!
Rakan/Negi: Hahahah! // Ugh! // Ahahahah! // Ooff! // Pff... // Bwahahahahah!
Rakan: Hahah! / Hah! // (Heh... this kind of takes me back.) // Hahah! / Hah! // (Even though the two of you are almost complete opposites...)
16
Rakan: (It's almost as though I'm fighting with you again. // ..................Nagi.)
17
Kagetarou: Hah...
Kotarou: Heh...
Negi/Rakan: *pant* // *pant* // *pant* // *pant* // *pant*
Rakan: Here. // Mr. All-Grown-Up.
Negi: ...
Rakan: Nghh!
Negi: Guahh!
[Insert text: Bearing so much, he fought, and the conclusion he finally reached... was a new legend...]

Thanks for the translation ^__^
Really thank you :3
I am also a little baffled because of the following reasons:
-Negi already released Titanoktonon (or is "emittens" not supposed to be a form of "emittam", but rather an adjective describing Dios Lonchi, which is unfortunate because, as you mentioned earlier, it is mixing Latin and Greek). Though I suppose chanting more of the name gives the attack more power or is it that the spell needs to be released in two parts?
-The Lightning God Lance part of the name of the spell is given as Raijinsou in the previous chapter and not Dios Lonchi.
Interesting point about re-releasing Titanoktonon... I'm thinking since the first release of it was a bit of a fake-out, he started to release it but ultimately didn't, and so he had to re-release it to actually use it afterwards.
But meh.
