The way I understood it was like this - his attack is the falling "dragons", so touching them would do damage. However, he was able to produce one below - as if teleporting it/instantaneously speeding its decent.
So my suggestion is to exercise a bit of poetic license.
Pitou ?! // (That attack was still above me! How did he--!? // Wha--!?)
