I'd like to remind everyone that since this is a translation of a translation, my translation is basically my interpretation of the chinese translator's interpretation of the original work. In other words, I'm really hoping that some of the dialogues make more sense in the original japanese language.

(t/n: The name callings by Nagi and Inue is a wordplay of sorts. ie. The 'Inu' of Inue means dog in Japanese. The kanji used for part of her surname is 犬. But the kanji used in this chapter is 狗. Both kanji means dog. The actual implications of these 'nicknames' can be interpreted differently. One possibility is to interpret 'dog' as traitor and 'snake' as sly. But of course, these names may actually hold a deeper meaning than this.)

I suppose you can read it like this as well: 'Today... is like the birth of Susanoo // the infant... who possesses all the "demonic" powers in this world is born'.
But I don't think he was indicating that he has the dragon eyes... I guess you can say that he is **subtly** implying that he has the ability to project himself (dragon eyes?) into anyone's body. So if you were to kill him, you will have to kill everyone else first.
Tho that might be a bit of a stretch o.o I think Sohaku was just saying how there will always be the birth of Susanoos (people with all special powers). That killing him will not stop the war since there are other people out there who will cause harm. So to stop people like him would mean killing everyone.

Also, this chapter did not specifically say that he has the dragon eyes. All we know he might have just dug them out just because he's pissed that someone is looking into his future. So you can interpret the pictures however you like. But until it is a stated fact, we'll just have to wait and see.
However, just wanted to point out the 蛇 (snake), 狗 (dog) things. It's actually referring to that individual, it has nothing to do with being traitor or cunning. Nagi's family title is 蛇 (snake), or you could refer to any member of the Nagi family as "蛇". That's because Snake is a symbol of Nagi's power. If you pay attention to recent chapters, when Nagi goes Susano, you see giant snakes crawling around him everywhere. Calling Nagi 蛇 or Snake is just a slang or a nick name so to speak.
For example, the young girl that was referred to as 狗 or Dog was in fact the teenage Inue Shindayū Noriko or written in Kanji "犬江 新太夫 典子". Notice this word at the beginning of her name "犬", this word in Chinese is the same meaning as 狗 or Dog, since the Kanji writing system derived from China, I'm going to assume that "犬" also has to do with dogs. By calling her 狗, Nagi is really referring to Inue Shindayū Noriko, not "Traitor".
Earlier chapters, Nagi cuts off Sōhaku's fingers for trying to pull out Natsume's Dragon Eyes. When Nagi was talking to Sōhaku, he referred him as "寵", just single letter names. This is because Sōhaku's full name is "寵 宗魄", but in short for a nick name since they all know each other so well, he is being referred to as "寵" rather than his full name "寵 宗魄".
In the Japanese raw, they used the kanji 狗 as well. We know that they are referring to each other but, if it was not an insulting remark of sorts, shouldn't Nagi's speech bubble have used the kanji 犬 instead? Since Inue means dog in japanese, I speculated that Nagi calling her a dog is just a play on words and referring to her as a traitor.

I like your explanation for Nagi's nickname - snake. I can't remember which chapter Soichi went Susa, so I can't verify for myself that there are snakes crawling about then. But I will take your word for it that there is :) Also, I've no idea about Nagi's family title being snake... I thought the romaji for snake was "Hebi"? And that sounds nothing like "Nagi"... But if it was a family symbol then that makes sense then :)
But just following on with the name calling theme, I thought Inue calling him "snake" might actually be referring to Nagi as a sly/cunning person as he attempted to lay guilt on her conscience by stating how even she has betrayed them. Notice how she said it when she remarked that "those things are best left unsaid".
Unlike the chapter where Nagi referred to Sohaku as Kago 寵 (the proper kanji for his family name), the kanji used in this chapter are actually 蛇 and 狗, not 凪 and 犬江 (their respective family names). This shows that there is a play on words going on, using some intrinsic characteristics of that person to throw degrading remarks at each other.
