It's hard to tell, but I think Kurono caught a glimpse of the suit popping out as he was about to punch him and then stopped because he might kill him or something? Remember he killed that one guy in one shot during the Tae mission.
But it's not saying invade either. It's just saying that they will take control. It *could* be them, the gantz members for all we know ._.
I personally think Kurono just thought it wouldn't be a good idea to kick this guy's ass and become a bastard like him in fornt of Tae. Also this chapter just says that there are people who u don't want to save just before the apocalypse... Humans can be rude and miserable. Smth like that ^^
It's not like we will ever meet that guy that punched Korono in the past...
Unless he may die or something....and meet Korono and others in the Gantz-Room
I'd say the chapter was dark, even by Gantz standards, when I think about it... nah, it's Gantz as always.

There's no mention of "invade" or "descend". It has 支配する (to rule/to take control).
To me, it more sounds like "Whoever has the more powerful army will rule the Earth." (I know that was a pretty shoddy translation, but you get the idea ;p)
