The か for this would be more "I see" as in "・・・そうか・・・"
やっぱり戦争ははじまっちまうのかねぇ。。。

I wonder if the war really is inevitable... (yappari gives the "I knew it" feeling, which i portrayed with the "really is" the "ka nee" gives it that "I wonder part" and then the rest of it gives the impression that it'll start :) )

I know the か probably makes you want to make it a question, but sometimes it's used for a statement. Like oh- so it's that time of year-. Type thing, like in this phrase^^;

The self-defense forces were also apparently called the town watch in the game. So I went ahead and changed all of those, too. I went over it a couple of times, so hopefully I managed to get them all. My sincerest apologies for my own stupidity. (If it helps at all, I've never played the game or heard of it until before.)
Please note that quite a few of these are "nit-picky" (eg. You don't really need spaces after an ellipsis when editing, and "all right/alright") but hopefully I haven't missed anything.
