[[OTL;; Thanks sooooo much to Elkin for being my 「先生」 in this noob's translating learning process. <3!! Under her supreme tutelary I have made a final edit. ]]
[TN: Since I'm new to translating I've left the original japanese text above my translations in order for more experienced translators to point out any mistakes I may have made. I've made additional notes below in areas I may have had trouble with, so any help is appreciated!]

First, we need to arrest that pyro in their gang.
"Pyromaniac". You got it right below though :)
The official whose neglect led to Sasazuka’s death
I think you typoed ;) It's 警視庁 not 軽視庁, so this line should be "The traitor in the police department who is linked to Sasazuka's death"
Yako:…
…You seem calm
…and you’re saying all this?
Don’t you have anything to say about Sasazuka’s death?
Actually Usui's the one saying these lines.
"...'You sure are calm'
...Is what you want to say, isn't it?
Don't you feel anything at all at Sasazuka's death?"
Usui:
My dick of an awful colleague of ten years died.
(TN: unsure of “deki” but I’m taking a guess he’s saying “dick” lol. Sounds like something Usui would say.)
:) デキ is 出来, so デキの悪い translates as "ill-made". 悪友 has more of a connation of a bad companion than bad colleague.
(TN: keri =?!?)
Only after all this is cleared up!
ケリがつく: settling something, bring to a conclusion
"All that (crying and laughing) comes after settling this score!"
Usui:
Both the police and
the small group of people here who say they want to live!!
"Police is a collection of people
Who have chosen such a way of life!!"
T/N: clunky English :/ feel free to tweak
Neuro:
I can never understand humans and their sentiments.
The が on the end has the meaning of "However, <modifying sentence>". So tag 'however' onto the end :)
Neuro:
A pawn falls from the board
and never again can you recover the loss.
"The feeling of loss
When a pawn retires from the board and can never again return"
I’ve become sensitive to feeling the power of a person’s evil intent.
"My power to sense people's evil intent has become very sensitive"
From*here*on*out s’not gonna be your win!!
The notes are a little like emphasis dots... In English it would be something like "I-don't-care", so "From-here-on-out, ya ain't gonna e-v-e-r win anything!!"
Kasai:
A probable change of fear and death
Probable change?)
Close :) "The change in the probability of death and fear"
Now it’s time for you…
(TN: ‘saki’ here is a little difficult to understand in the context, so let me know if I’m off.)
to savor an endless helpless defeat
"Your fate from here on...
Is to (as above)"
Lit: the future from here on...
Kasai:
FIRE FIRE FIRE FIRE FIRE
FIREEEEEERAAHAHAHA!!
火 is pronounced as 'hi', so it may be more appropriate to translate it as 'Hihihihi' rather than 'Fire fire fire'. Or we could do 'Fifififi Fiiirehahahaha!!' >.>
Ah my reach missed.
"Ah, it's out of reach"
Usui:
It’s just a small task
should only take 10 minutes
"However, there's still a small task that needs doing
It (as above)"
Usui:
The reason I’ve gathered you here…
Usui:
As long as I’ve known this administration
We’ve believed our superior officers to be the most sincere.
"All of you I have gathered here are...
To the best of the knowledge of I, the administrator of human resources,
The most sincere and finest police officers."
Usui:
I’d like to do this job two-manned
"There are two things I want you to do"
Or will you stand to be no less than a dead civilian!?
"Or can you tolerate the deaths of yet more citizens?"
Usui:…
…if you’d look into your eyes you’d know
seems you’re all coming with me
"I just have to look into your eyes to know
That all of you will be coming with me"
Sasazuka-san wasn’t the sort of person who’d be easily deceived
やられる has a double meaning of 'being deceived' and 'receiving damage'.
You should feel that way after having met him right
(TN: unsure of this sentence, specifically the context of ‘後事情聴取で’)
事情聴取 is a police interview, typically to obtain information from a witness.
"You met up with Sasazuka-san afterwards, in the police interview, right?"
sure was a pain…
didn’t think he’d flat-out move in the condition he was in
"He seemed very bitter...
Like he could no longer work normally"
Honjou:
Hey is that really such an impossibility
(TN: BA-RE = !? volley? …for now I’ll guess)
You serious
After that time you invited me to fish saying I’d make it a cake walk
Line 1 was said by Yako :) バレる is to be exposed, to leak out (a secret)
Yako: Because that was something really impossible
Honjou: So I've been found out
I made it when you invited me to go fishing
T/N: I know I missed out the チョチョイ, but kinda hard to incorporate it O.O
Yako:も―――
Hey---
With an uneasy face like that you must be lying
"Geez---
You always have that clumsy expression when you're coming up with cheeky lies"
Yako:
Back then…
when he had a difficult absence
Both the police and I heard it
You missed out a couple of words :)
"Back then...
Sasazuka-san was supposed to be resting from his poor health
That was what both I and the police were told"
Yako:でも…
But…
you just didn’t know
anything about his absence
"But...
You alone knew
That Sasazuka-san wasn't taking a break"
Yako:
Yet you knew why…
After you’ve heard what I said now?
Sasazuka’s ‘other purpose’ that was moving in.
"If you knew that, then...
Why didn't you tell me when I asked you earlier?
That Sasazuka-san had been chasing after 'other objectives'?"
Yako:
During that time Sasazuka san was…
only starting to prepare to gather information.
"(as above) Sasazuka-san had...
Already begun his intensive preparations from the information he had received"
Yako:
Furthermore collecting information
"Then, having collected more information"

"'I learned of Sasazuka's vengeance...

Lit: From a human who did exactly as I bid him, I learned of Sasazuka's revenge
Yako:
If it’s a case of police questioning a witness in the middle…
it would inspire Sasazuka’s foe to gather information
"If someone was being questioned by the police...
