アジトはいくつもあって居場所がバレぬよう、一週単位で各所を転々と移動しています。それはもちろん音以外の他国にもあって大蛇丸のスパイが入り込んで手引きしています。
We have a number of hideouts and we switch between them each week in order to evade detection. Some are of course located in countries outside of Oto. Orochimaru's spies have infiltrated them to help us set up bases.

今は北の湖の小島のアジトに潜伏していて後三日で移動します。

Use your head a bit! That's the exact reason why were able to be as close as we are right now. The wind blows both our sound and scent away so we stay unnoticed.

Would you take this to mean something along the lines of "... are of course located in countries outside of Oto no Kuni, countries which....", or more of a "... are of course located in countries outside of the Otogakure no Sato, countries which...."?
Like, from your judgement, would you say that he's naming it the Sound Country, or just referring to the village?
I'm not a native speaker, but from the translation's side, it makes no sense to say "Countries outside of Vancouver", or "Countries outside of London" or the like.
Another thing to point out that might be of interest is that the manga has never revealed exactly what country Oto is supposed to exist in. The anime had it as either (can't remember) "ta no kuni", "Country of Rice Fields", or "cha no kuni", "Country of Tea", but when the second databook was talking about the "Gorge of the End" (the place where Naruto and Sasuke fight) it says that the gorge runs near the "country boarder" between the "Country of Fire" and the "Village of Oto" (I think that was the wording)...
Anyhow, to answer the question that I think your getting at... Yes, it would appear there's a bit of inconsistency between what was originally said about the villages and their countries, and then how they have actually been presented in the story of Naruto along the way.
Looks like we're still awaiting solid proof to denounce the stupid fillers [mind, the way this was worded, the Ta no Kuni could be one of the "alternate hideouts" and Jiraiya's info could be wrong.... Kishimoto left the animators with a way out...]
Did you mean Chapter 248? Inane's version translates it as "The Sand Castle... is strong though. It's the home of the Lord that swallows all."
