I was trying to keep the line similar there to the Japanese, he has a slight pause, so...

Jisai gave Kojiro's certificate of swordsmanship to Kusanagi Tenki, Kojiro's friend. Tenki was supposed to find Kojiro and give it to him.
A year and so before volume 22, Matahachi was in Osaka, working in constructions, when he met Tenki, who after helping him with some medicine for his sickness, asked him to watch out for soldiers while he was studying the castle. Matahachi didn't, of course, so Tenki got himself beaten and killed. So Matahachi decided to take his stuff (the certificate and some money) to give it to his parents. He believed Tenki was Kojiro. After a little while he assumed Kojiro's identity and the rest is history, as they say.
I suppose that with that certificate, Kojiro is entitled to teach the Chujo-ryuu style (probably misspeled the style's name). So possibly, Matahachi can't believe Kojiro is really deaf if he can do that.

Or something along those lines, perhaps. The literal translations is, "Haha, it can't be! (He)'s so skilled to the exent that he can get a certificate of swordsmanship."
