There used to be many scribes around the Cimetiére des Innocents, but they were driven out when the division was restructured.

今やこの界隈で代書屋は彼一人だそうだ

Ferraille... where the corpse was found.

敵は詩人と詩を生み出すPALMSの謎そのものです
Our enemies are le Poete, and the riddle of the PALMS that give birth to these Poemes.

We switched to educated instead of literate at some point, because that's probably the word they would have said back then.

Used the wrong word, meant monasteries. You know, like where monks would be. They were the guys who could read and write.

Letters are addessed 'to' people. A letter can be 'for' someone, but in this case he is talking about who the letter is 'to'. The full sentence being "An unaddressed letter to those who can read."

The word 'division' is used to refer to places inside of a city. A city can have many divisions, and in this case this particular one was restructured.
