We all know Gerard has some plan or a dream as he calls it that is somehow related to Natsu getting stronger-

Look how he calls Natsu here-
"The ray of hope".

We recently learned that Natsu is supposed to be strong enough to destroy Zeref-

I suspect that Gerard knew all along, or came to know at some point that he's being manipulated by Urtear and Grimoire Heart, but he decided to play along. He learned some high level magic from Brain and even got to be one of the ten holy mages, he sure was able to sense Urtear's spell sometime.
I think he learned about Grimoire Heart's plan to use Zeref for whatever evil plans they have and he searched for a way to interfere with their plans. At some point he might even had found Igneel (he knows Igneel's name as can be seen on the first link) and learned about the dragon slayers and Natsu's power (the power of "hope"). Then he started looking for Natsu and tested his power. He later lost his memory when he merged with Etherion but his memories are coming back slowly.
I also suspect the new council arrested him for speciel interests. The head of the new council is most likely Eartland's Faust, and since on the other side Elfman, Mira and Lisanna are also siblings, I guess Gerard is also this man's son on Earthland.

I think his ultimate goal is still creating a paradise- a world without dark guilds.

The new head of the council was not faust though. We also have no reason to believe the council had any special interest in arresting Gerard, as far as they know gerard is 100% guilty of a number of horrible crimes. I do think he knows some special things about natsu, the DS and the dragons though. In turn, I think he knows about that through either urtear or perhaps because he knew stuff about zeref's past.

The new head of the council was not faust though

That is not confirmed yet, they do look very similar.
I also noticed his name (Guran Doma) is scrambled "Dragon Mahou", which is also interesting.

You'd need an "h" in Guran Doma for that to work, though... and an extra "o".

That said, I wouldn't be surprised if any of these happens to be true. Gerard's character design is Mashima's pride and joy, and he'll take any opportunity he has to draw him and make him relevant to the plot.
