It definitely could, but Sorachi's been over the top with new side plots and characters recently. I don't know if I trust him to focus on actually wrapping stuff up and not introduce a bunch of new stuff even when it's a couple chapters from ending.

I mean, it just had a whole mini-arc that was pretty much about deliberately avoiding making progress.

At this point its been long overdue since this entire arc has been about tieing up loose ends and any thematic conclusion the series had should have been tied up a year ago but Gorilla must have realized how much time he had wasted and is just trying to actually wrap up all there is left. In short this arc is just an extended epilogue.
