You have to realize that Yen Press is an imprint of Hachette, which is one of the biggest publishers in the US, thus they have the capital to even pursue such an endeavor, like Yen On.

Not sure about "on drugs" but Nisekoi felt like SHAFT's other recent anime, namely the Monogatari series. If you like the random close ups and odd camera angles, then it would be good for them.
