With his tactical skills, analytic proves, speed and versatile arsenal of techniques I'd put him at elite jounin level. Somewhere in the same tier as Shinobi like Zabuza, Pre-Oro Absorbtion Kabuto and some of the weaker (but by no means weak) Akatsuki members like Deidara and Hidan.
Sasuke has larger and more powerful chakra. He has a lot more chidori variants, most of which (like Chidori Spear or Chidori Nagashi) don't have the shortcomings of the regular "charge at your opponent" Raikiri.
Kakashi was obviously superior to Sasuke during part 1, but a lot of time did pass since then. Didn't early Shippuuden Sasuke make short work of Naruto, Sakura, Sai and Yamato without the use of his Sharingan? I can't check right now so I'm not sure. But if it actually happened like that then I doubt Kakashi would be able to accomplish the same.

A base Sasuke on an Akatsuki level shinobi? Why doesn't that surprise me? In my pov that shit is ridiculous.
A base Sasuke would be a basic Jounin with all the necessary abilities to actually become a Jounin. Sasuke fans probably base his school Genius in this scheme so they automatically perceive him as ultra strong in base level. That can't be true as the present standards for true powers are sky-high. For example, I think that Rock Lee or Kakashi would wipe the floor with base Sasuke.
Rock Lee is a different story, he is a speed freak but Sasuke has a bunch of tricks up his sleeve too and I think he takes Rock Lee too, even without that sharingan of his.
I'd say that Rock Lee can take him on. His speed is something that Sasuke would barely able to follow without Sharingan. And then you have him opening the gates. So yeah, he'd be toast.
Sasuke also has astonishing speed, hes so fast without his Sharingan that no one noticed his move to stand behind Naruto. It's not only Sasuke that needs to keep up, it is also Rock Lee and he has no special perceptive powers to boot so I would still give it to Sasuke.
Sasuke is also fast, no doubt, but Rock Lee is a speed specialist. While Sasuke grew faster, we don't exactly know how much Lee's speed progressed. If we assume that he got faster, Sasuke's in a pinch.
Remove the Sharingan, how would Kakashi be able to train and master 1000 jutsus, many of which he had only seen in battle. No one would sit there to teach him all these various techniques, he would need a sharingan that is active in battle to pull this feat of.
this is all assuming that he did learn a lot of them in the battle field or training while using the Sharingan.
And Lee is a speed and strenght freak, he uses both very well but even with that Sasuke has several types of chidori and lightning in itself is a movement inhibitor, get electricity in your body and your muscles no longer function in the same way. It is a very useful skill to have against the likes of those who rely on close range physical combat.
Sasuke has one of the best types of jutsus to efficiently combat Lee, speed or not.
