Maybe Kuroko was able to attract a certain type of audience that WSJ was lacking or unable to attract. So that could have probably given Kuroko the lifeline it needed.
Other possibility is that, the WSJ editors saw the potential in Kuroko and decided to give it some extra time.
WT's 3rd and/or 4th volume sales would tell us where it stands.

Nura's probably a stronger example, with strong tank sales hampered by naff toc ratings.
As for Kuroko's survival, I think it has a lot more to do with them really trying to push Basketball comics at the time, and they stuck with the one that did the best of the three (not that it was hard to be a better comic than Dogashikaden. Still, I maintain that Hoop Men was one of the best comics of the time)
KnB's first vol. sold 44K and was on oricon top 30, the second vol. hit 60K on second week IIRC and before it there was a series named Hoopman that flunked and got cancelled really fast.
KnB got extra promotions since it was the first sport series in the era where ES21 was close to finishing that didn't immediately flop and by ch. 25 the art got so much better that I guess they saw the promise it would have.
Hoop Men was third of the three, with Dogashikaden and The Basketball Which Kuroko Plays being before it, so you're not that far off. They did a similar push for football comics back when Shonen Shikku, Dois Sol and Light Wing came out. Doesn't always work out, I guess.
And yeah, Hoop Men flopped, but it was *so good*. Highly recommended.
Kuroko did take that extra editorial push to really work, but I think we can all agree it was a worthwhile endeavour, huh.
I miss Hoopmen.
But sometimes I think maybe it's a good thing it flopped and didn't get to become the next big thing in fujoshi world.
High Kyuu!! is getting there, no doubt. But it has enough aspects to focus on and not loose itself to the audience.
Also, speaking of old cancelled manga, I still can't believe it's Shonen Shikku's Tsukuda who does Shokugeki now. It's like he is a different, competent and talented man now.

It's confirmed the third anime season for JoJo.
Disappointed in Shokugeki and Nisekoi's rankings, but very excited for color pages for Kuroko and World Trigger! Also excited for more JoJo anime, of course
JOJO saw it coming. And hq 2 low... Hime-doll will be gone in weeks and that is kind of sad. The first chapters ware good, even better than nisekoi.
