One Piece is a direct competing product, so if I see my competitor already has a story which revolves heavily around swirly fruits, I'd sure as hell steer clear of including any of those in my story... otherwise the impression this is going to make on the broad mass is obvious.

,Kishi's writing seems to have some thoughts from other fields or mangas. Maybe he wants his series to be mixed with different tastes with some inputs from different sources, yet complete, but nitpickingly unoriginal.

Not necessary. Probably there are Uchihas and Senju who were born directly from Sage and his wife and all other people that were simply given the chakra. That is why Senju and Uchiha are so strong in comparison to other clans.
The sage probably thought the people how to harness the energy/chakara from within. Where as he was able to master chakara out side and inside and all types. He probably figured out that regular people were capable of limited feats
