One thing I just noticed is that Luffy seems to be falling asleep aLOT more than he used to. Before he fell asleep only after major battles, such as after fight Crocodile, or Enel, etc. However, nowadays he falls asleep even DURING a battle! http://www.onemanga.com/One_Piece/505/15/ This is extremely similar to the way that Garp and Ace behave... and they are both significantly more powerful than Luffy; or at least, they USED to be. One feature that all of the members of the will of D seem to have is that they all fall asleep at random times... and Luffy, who has now become much more powerful than he used to be, falls asleep alot more than he used to! Coincidence? I think not! I think that Oda's a genius! Call me insane if you want to, but WHAT IF how often you fall asleep during the worst possible times were a measure of your power? It certainly seems that way!
I think you're reading to much into it. Luffy falling asleep while running away from the Marines was just a joke on Oda's part. He might have been referencing the fact that falling asleep spontaneously is a known trait of the Monkey D. family, but I don't think he meant it as a measure of power. And it's NOT all D.'s, just the Monkey D.'s. We haven't seen this trait in Blackbeard, Saul, or Roger, so don't go calling it a D. trait. And I doubt it ever will be. It's just a gag trait Oda threw into the Monkey D.'s, the taking short naps in the middle of things.
EDIT: Actually, cloud_s is right. I remember thinking that when I first read the chapter, but I'd forgotten since then, and I didn't reread the chapter, just the page you posted. But yeah, cloud_s' answer is good.
