Are you trying to join a scanlation group, or are you on your own?
It's completely up to you but if you're are new to this whole scanlation thing,
you should start with a series that you actually like. (how else are you
going to find the motivation to clean for hours for a series you don't like?)
If you can't find the raws, post a request at the raw request section.
If you still can't get the raws, then you'll have to buy and scan them
yourself. I know it sounds ridiculous since you're not in Japan but that's
not an excuse... If you try hard, there's always another way.
And of course everyone starts off as a beginner, I didn't know anything
about 'cleaning' and 'scanlating' until 2 weeks ago...
Here's are some good sites for learning HQ cleaning:
Of course you don't need to do a HQ scan, but there are also some
basics you can learn here. If you're doing a speed scan, then
you're better off using the filters/denoise programs though.
If you don't know Japanese, then you'll need to find a translator
or search for translation releases... If you can't find any, then you can
learn Japanese and do it yourself... You must understand that
scanlations/translations are kinda like a hobby, people scan/translate cos
they like doing it. There are many translators here who are not Japanese...
trust me, no one starts at the top.
and always remember that the purpose of this site is to promote manga
enjoyment to regions where they are not available, not 'pirating'
them where they are already licensed. Please respect the mangakas
and their hard work. (hope i don't sound like a preacher :)

Now im a cleaner for almost half a year. MQ/HQ tell you only that the pages in most cases doesnt look like beeing procesed by a cow. They are usualy cropped and rotated in few cases basic precean done but still theres a lot to do unless you wanna produse low end low Quality scanlations if yes forget it better cos theres almost every time someone better than you especialy if you cant translate yourself.
My advice get hold of yourself try to chose a position you may be able to do
get some tuts and apply at a scanlation group.
Oh and im a cleaner by Kuu-scans we could need new ppl if interested try applying. We are willing to train as long as you are willing to learn.
However be prepared scanlation can take quite a lot time.
AnkorSVK I have chosen a position and that typesetting and the reason I chose to do this by myself instead of joining a scanlation group because I want to learn how do this and I learn more from trial and error than tutorials. I mean series with a decent raw and translation but not being scans.
Do the GanGan Online ones if you're bad at cleaning. Though you still need to level a tiny bit. It's tough to be able to discern what to do with a RAW if you're new, so it's best you look at the tutorials first before you attempt anything (plus most of your scans should require some redrawing of the RAW; I'm sure you don't know how to do that without taking a peek at the tutorials.).
It's tough to scanlate by yourself if you don't have a proper translator though...
