She's boring, whiny fan service. I hate the "stereotypical female who can't do anything" in anime, that almost every series has.
Now Sei Sakuraoka wasn't useless. Girls like her are more interesting. Even if she didn't have the sex scene, the fandom still would have loved her. Why? Because her entire character wasn't defined by her fanservice. She affected the plot. She could fight, and remain beautiful at the same time.
she made gantz and we all know it. without her gantz wouldn't be gantz . Kishimoto is remembered forever and hopefully makes her return.

Because Gantz was Gantz when Kishimoto was dead for over 100 chapters. xD
It wouldn't be gantz if highschool students and supermodels were able to engage in intergalactic combat, and unrealistically shine next to bulky-as-fuck street fighters, snipers, and Mary-Sues that have panda sidekicks.
I think Kishimoto went to Kurono's house first because she needed to be around somebody that was in the same situation she was. She couldn't tell her friend that there were 2 of her and she couldn't very well explain why she teleported away in the middle of the night. But back to Kishimoto in general:
Kishimoto had 3 purposes:
1) Provide fan-service
2) To make Kurono jealous of Katou and give him a reason to be awesome
3) To show that even fan-service characters arn't safe in Gantz. Anyone can die.
Now, i wouldn't particullarly mind if Kishimoto was revived, but I really don't see any realalistic way in doing it now that the Gantz man is gone. If anyone needs to get revived its Sei or Izumi. They're both badass fighters. Although i would prefer Sei get revived so she could create even more romantic conflict with Kurono...and she's HAWT!
Well,Kurono would not have survived the second mission if it wasn't for Kishimoto,right?
I wonder why she was also named Kei...
But IMO,she should not be revived,after all there would be two of her again if that happened.
