Well, the Coby did mentioned "The New World", which I believe is the other half of the Grand Line. Well, "The New World" literally means "unexplored" or "partially explored". It makes sense in my mind. To reach there they had to go through the Merman Island. But, what is before the Merman Island? Yes, Enies Lobby, where CP9 is situated. No mere pirates can outrun the CP9 (even the Marines are without Lucchy and co).
So, which basically means, only powerful pirates like Shanks or Whitebeard can cross CP9's zone safely. Which I interpret again as the playground where the big biys come to play (high ranked Marines, Shichibukai, 4 Emperors). Which could explain why not many pirates have ever reached there. They had to go through EL and then met the most fearsome pirates there.
As for the Reverse Mountain, there is always another way to bypass it. Remember the Gate of Justice? It leads to Marines HQ. I don't think Marines HQ is on the "weaker" side of Grand Line. So perhaps there is more than one way to cross the Red Line, and the SH crew is on the path where they had to go pass the Merman Island.

I think I read somewhere it is possible to enter Grand Line through marine head-quarter, but I never understood the geographical position od Grand Line or Red Line, maybe it's right someone who said the One Piece world isn't a sphere as the earth. I really don't know myself, that thing of Grand Line and Red Line make me feeling very stupid.
Maybe this week there isn't One Piece chapter.

Think about the redline as the "equator" mark on earth.
