Hmmmm... I like Kakashi's, but my favorite would have to be Jiraiya(Naruto). He had a great design and it fitted his personality well.

Crona - I think the androgynous elements work well here, the way I perceive his/her gender often depends on my mood at the particular time of viewing. Not to mention the chibi version is damn adorable.
Death the Kid - Those Sanzu lines accentuates the roundedness of his head, which appeals to me for some odd reason. I also like his skull themed accessories.
Justin Law - Hip priest, can switch from a good guy to a bad guy in an instant. Got quite a disturbing rape face.

I am reading Rurouni Kenshi and i have to say that i love Sanosuke design and his outfit suits him very well. When i look at him, i can only see the most badass and "coolest" character that i ever saw.
There are also a lot of other characters, which design i simply love like Itachi, Deidara, Ace ....
I like the character design for Cross Marian (D. Gray-man). He's so cool that he wears half a mask and glasses. He has a stubble that would usually characterize him as an oyaji, but it's not so blatant here. I like his well, cross motif and black long coat. I think his badass self probably enhances his design.

Elizabeth "Lizzie" (Qwaser of Stigmata) : She's give me a more cooler character design of a tomboy girl !
Mio Isurugi (MM!) : I like her blondie, cute DFC character design.
Any cool male character of Ookami-san : Their bishounen designs will really appeals to fangirls' taste !
Any female character of Mayo Chiki! : I prefer the novel designs over the anime designs, but these girls are really attractive. Because it's one of harem/romance manga/anime I've read, I find every single girls in these series very attractive !
Golden Darkness of To Love-Ru : She gives a more badass loli impression in her ! I find her so cool !
Every single characters of Aria the Scarlet Ammo : I find these characters a more appropriate design for me (I'm very fond of moe) !
A few personal favorites are Dark Schneider from Bastard!!, Himura Kenshin from Rurouni Kenshin, Ryougi Shiki from Kara no Kyoukai, and Kanoe Yuuko from Tasogare Otome X Amnesia.

Recently I truly like the character designs of Akagami no Shirayukihime. All of the characters have great designs, despite being simple and generic as it is a shoujo. The artwork of the characters physical traits might not be very special, but I really like how the clothes are designed. It is not very detailed but the elements blend well that it's enjoyable as whole. Obvious example is Zen, the male lead's clothes. Another design I like is the girl who owns the bird whose name I forget; she also has interesting design.
Even though they're quite stereotypical of teenagers, I really like any of the character designs from Tanemura Arina's works like Kamikaze Kaitou Jeanne, Shinshi Doumei Cross, etc. But I also enjoy the designs of Sailormoon characters as well (: To be honest, I'm not very picky when it comes to character design because I don't pay too much attention to the little details; mostly their character/personality.

The other character I thought of straight away was Jiriaya from Naruto, and he seems to have been brought up a lot.
Another one was Alita from Battle Angel Alita, not only for being a female fighting cybordg, but Yukito Kishiro really puts in the effort to make her seem animated in panels where she is moving, especially her hair.
