He meant that when Mihawk's attack hit the ice , it was utterly cut. There , Luffy only spits blood a little. Lucci shigan had the same effect , nothing impressive.
I don't think luffy avoided the same fate as the iceberg because he is rubber though, that makes no sense. he managed to avoid mihawks slashes to a degree which is why he was not minced. Haki or being rubber has nothing to do with that IMO.
Luffy dodged that slash, as you can see in the first panel.

CIS and PIS.
- Plot Induced Stupidity, or PIS, is when characters don't use their abilities or skills to the fullest extent as shown before, even within their personality ranges, for the sake of the story plotline. It makes lesser powered characters an actual challenge against higher powered characters in the comics.
As examples: Croco vs Luffy -> win due to PIS and Gecko vs Luffy -> win due to CIS. Crocodiles abilities are way too hax, thus PIS was necessary. It's pretty common in comics/manga.
- Character Induced Stupidity, or CIS, refers to any natural mental limitations that characters impose upon themselves and reduce their ability to use their own skills and powers effectively. Unlike PIS, CIS does not occur because the plot requires it, but because the character is genuinely that dumb.
