Don't want to sound like a jerk, but If I'm not wrong all Samurai have masters...So they can't be the Shoguns. I think Oda will keep that.
And the solely reason to join the Strawhats will be to protect Luffy, the King of Pirates. The reason I yet can't figure out, but I don't have any good reason for Jinbei neither and He joined :P
^Well, luffy didn't necessarily know everything about the strawhats before they joined. In brook's case luffy asked as soon as he met him, with robin luffy had at most a partial idea and she basically guilted herself into the crew. With zoro he wanted him to join as soon as he heard of him, he had not even met him. Jinbe does not really have a dream and if anything his motivation was always the well being of fishman island which kinda puts piracy and what has driven him on opposite ends.
But, seeing how he's basically saying that he will join later, and stuff like that, I think that his role will remain as an "ally" to Strawhat or as a "temp-crewmember" like Vivi.
If there need to be one more, I want it to be Jinbei.
First, he is strong enough to rival with the Monster Trio.
Second, he has a important role that is not covered in the crew right now, the one of the "old serious sage".
This is especially funny when Luffy does something really stupid and Jinbei reacts to it.
Third, he's definitely different from the other crewmembers, being a fishman and his ability being water/fishmen karate.

Jinbei is definitely a great permanent addition to SHP, he adds variety and is a great symbolism. I don't remember any other pirate crew that has a fishman in its ranks, not even the Marines. Jinbei being with SHP further shows how unbiased they are, how acceptin they are, and how unprejudiced they are, which I think will be very important later on. They managed to change the Fishman Island dwellers' minds about humans, they can try to convince people to rethink their opinion of the fishman.
Jinbei risking his life for Luffy as he did for Whitebeard and Ace, and Luffy and the crew helpin Jinbei whenever Jinbei wants it... SHP already has good reputation in many areas, and they can help increase the fishmen's reputation as well. Plus, Jinbei can also provide that serious side when needed, like Nami. He can be the "father" of the crew while Nami's the "mother," and he's good natured. Jinbei is a perfect fit for SHP, in my opinion. Plus, all SHP that joined the crew were usually affected by Luffy in some way, whether it's Nami believing there were some good pirates out there, Robin believing that she finally had nakama she could trust, or Chopper finally being accepted.
Plus, it'd be great to see Jinbei interact with the SHP, especially with Luffy. I don't think he really knew the true essence of Luffy until the Fishman Island arc, as Luffy was intent on rescuing Ace. Now he's beginnign to realize that Luffy is quite a reckless idiot, so I'm pretty interested in seeing how he responds to that.
I miss Vivi though. T_T
^iirc, Whitebeard and/or Allies have fishman members. can't remember but i saw some fishman (or fishman looking guys) during the marineford war.
Foxy's crew had giant/fishman hybrids too. Tom lived in water seven with basically humans and no one of his species.
This guy lived at logue town
I say Kinemon is the Shogun because it is obvious at this point that he is the Vivi of the 2nd part of the story. I would love for him to join the crew, but he is not. Remember Momonosasuke wants to be Shogun, and as far as I understand passed down from father to son, so momonosasuke cant be a Shogun unless his father is one.
Just how Robin joining came out of left field, I think the next member will be somewhat like that. Doflmaingo is the Crocodile of this arc, and i think either Kanjuro or someone that Doflmaingo has captured will join next
I don't know about kinemon being a shogun but if he was then he is definitely not joining the crew. He has been shown to be loyal to wano, I don't think he would abandon his people.
Anyways, there is something exceptionally weird going on about kinemon and mononosuke if we think about it. Why did kinemon take mononosuke to dresrosa? It is the home of a shichibukai friendly with kaido and the underworld. Whatever the samurai were doing there it does not make sense for them to have taken mononosuke at all. The only logical explanation is that mononosuke had some sort of relevance there to begin with (unless he joined them in secret). Anyways, given the obvious weirdness of mononosuke being there at all, the extreme nonsense of kinemon taking him there, what if we question his identity a bit? Is mononosuke really kinemon's son? Perhaps mononosuke is actually a prince and was being escorted by 3 samurai while visiting the dressrosa for whatever royal reason. The whole son thing would merely be a cover for mononosuke to travel safely and at the moment kinemon and mononosuke would simply be playing a part. If mononosuke and kinemon are not actually related then kinemon is definitely joining the strawhats IMO.
I would love for Vivi to join the nakama though. Kinemon also sounds like a good bet - he can leave his son to train somewhere if need be. Hell, his son could join too.
