So, I contribute to the One Piece wikia and was thinking of editing Sanjuan Wolf's article and stating that he is a confirmed non-Devil Fruit user, based on Chapter 595, but upon closer inspection of the chapter, I've come to realise that it's not so clear after all.
Here's the page in question:
Sanjuan Wolf: "Ahhhh! / I can barely keep working my legs... / No power'll fill my body... / Oww! I was bitten by a fish!
Now, after reinspecting the page, I have two possible opinions, as opposed to one definite one.
1. Sanjuan Wolf is not a devil fruit user, because he is treading water in the ocean and not drowning. The fact that he needs to constantly tread water means the water is too deep to stand in, and since he's keeping his head well above water, he is not in fact drowning, so he could not have eaten a devil fruit, meaning he is just a super huge giant. Since he also says that there is no power in his body, this could just mean he's tired because of the constant paddling.
2. He may be a Devil Fruit user. It's the line about there being no power in his body that makes me think this, since Devil Fruit users feel powerless in water. This could mean he ate a supersize devil fruit, and his body has been permanently altered like Luffy's, so it's his enormous size that allows him to not drown, since maybe the water is only deep enough that his feet shouldn't touch the bottom, so he just needs to keep his head above.
We've seen that if a devil fruit user's body isn't completely submerged, they aren't completely powerless, and this has been evidenced by Kalifa and Hancock in their baths, and Luffy when he, Smoker, Zoro, Usopp and Nami were in the cage under Rain Dinners Casino and the room was filling with water. So basically what I'm saying is, Sanjuan is feeling drained from being in water, but isn't completely submerged so he still has enough energy to tread water.
Also, perhaps his size has nothing to do with his ability, perhaps he could have a totally unrelated ability and his size could be natural.
So what do you guys think? I think each side of the argument is equally compelling at the moment. On the one hand, devil fruit users can't swim at all, not even paddle, so the fact that he is able to tread water and keep his head above water should mean he is not a devil fruit user. On the other hand, the fact that he is complaining about being powerless is reminiscent of devil fruit users. Hmm...
You make a really nice case. I allway thought he was like oz "a freak", maybe hes tired because his lazy or because hes been locked in impel down so long he hasn't been able to strecth his legs.

Well, putting guy like that for decades in a confined space... no wonder his legs don't work.
I think it's best not to put speculations in the wiki, just write that it's unknown.
I don't think he has a DF. Water takes away the strength of DF users. In that sense, he would not be able to keep his head over the water if he can barely touch the sea floor. He would lose strength, and sink to to button if he had a DF(even if the water surface was relatively close to him). I think he was just tired from swimming. Imagine how tired he has to be if he was on the water the entire time his crewmates trashed an island.
I think it depends on the DF, if he had a supersize df then like luffy he would just be paralyzed in water, but if he had a df like kalifa he could tread, but in this case i highly doubt he has a df at all. of course a huge guy would be lazy.
I think it's only seawater that makes DF users powerless. That point you make about DF users taking a bath I have to disagree with.
I think it goes like this, humans are about a third the size of large humans who are a third the size of giants who are a third the size of large giants (oars) who is a third the size of san juan (im not sure if san juan is a giant giant or just a large giant like oars, id like to see a comparison between the two). It kinda reminds me of Gullivers travels, to the little people he is a giant, to the giants he is a little person, only in one piece the giants seem to be the middle and one piece also has mid sizes as well.
Id say if the average human is 6 foot or so then san juan would be around 600ft. Hence the height of a massive building.

Him being tired and always complaining I think is just a gag of his. Like the perv giant crab and camel in Alabasta or that dude from Skypea arc that just would do everything wrong like forgetting to open his eyes or move his lips to speak. If he was a DF user he would just sink like a stone. They don't get to tread the waters.
You know about those brain tumours that boost your growth massively and it doesn't stop until it's completely removed ?
Maybe San Juan is a regular giant but got one of those tumours and started growing and growing and after a while he got pretty concerned and then the tumour took over his brain and he became stupid and then he couldn't bother with it anymore.
He's clearly a Devil Fruit user. Look at his size in his first appearance, now look again at his size in chapter 595 and compare it to his initial size.
I know Oda sometimes makes characters bigger compared to other characters (e.g the Shichibukai being way bigger than the regular marines, not just taller) for the effect, but there's no way he will draw Sanjuan as large as the main building of Marineford and after a few chapters draw his hand being a little larger than Blackbeard's raft.
As for his complaining about his powerlessness in chapter 595. Why would he drown? He's pretty giant, and the water is probably not THAT deep for him.
Are you kidding? SJW head already dwarfed a boat as large as that... I don't think his size has changed in the least. Besides, if he could get bigger, why would he stay in a size where he can't properly touch the button of the ocean? It makes no sense. IF he had a DF he would lose all of his strength and even if the water was not that deep he would not have the strength to swim back up. We have seen the effect of water on DF users before, come on....
