Me thinks he meant he was the second one. Probably he had the rinnegan before Nagato.
What we know for sure is:
2-???? (probably Madara)
Also i don't think it could be one of his kids that actualy used them. The good one would never do that (he was good) and the bad one had the Sharingan(or some other type of eye power) and he would probably not whant to change it. But meh we can't say for sure.

Madara was the 2nd as he already stated he battled Hashrima to get his hands on his DNA by taking that he made himself "whole" having both the Elder brother chakra and the Younger brothers stamina and life energy.
Therefore Madara was the 2nd and Nagato is the 3rd having both energies. Having both energies is what makes you the Rikudou.
And no Danzou does not count as he is not a clear descendant of either clan.

He had too otherwise he probably would not be able to use the Rinnegan.
One could argue since they are both related deep down inside in some rare cases a few may carry some of the genetics necessary and this is what happened in Nagato.
Why cant the second be the elder brother since he inherited the eyes , does that mean his eyes was not a rinnengan ?
Tobi said he was the 2nd rikudo and that Nagato was the 3rd.

I'd guess that the 6 paths are Madara, Hashirama, Nagato, Sasuke, Naruto and some unknown. You could guess Rokudo, but...it wouldn't really make sense if he was a path of himself, haha. Madara stated something along the lines of 'two of the paths are now one" referring to him absorbing Hashirama in some way. Who knows, perhaps this war is just a ploy to get the other paths to him and absorb them, so he can properly control the Juubi.
It probably isn't close to right, but I'm interested in seeing where this paths idea is heading.
Hashirama has the body and energy, Sasuke has the descended form of the eyes and naruto has like hashirama the body and energy.
Naruto is the only one in the series right now who has the right to call himself sage because he masteres the sage arts and nature chakra itself (but this is not related to the sage of the six paths).
You missed the point. I wasn't calling them Sages themselves, I was calling them the paths of Sagehood. Tobi calls himself (Madara) and Hashirama paths, saying "two paths are now one being" along with (I believe) referring to Nagato as the third. I can accept that Naruto and Sasuke aren't paths (although I definitely think they are) but when he comes out and directly says that, how else are we supposed to interpret it?
correct me if i am wrong but this is probably all a mistranslation, in the sleepyfans version he refers to nagato as "the third sage of the six paths" meaning that nagato was the third human having the bloodlines of both uchiha and senju

this is pretty confusing stuff. Didn't Madara say that he fought Hashirama to get some of his DNA so he could use Izanagi? So wouldn't this imply that he wasn't originally someone with both bloodlines? But he did say that the Rinnegan he gave to Nagato was his so....
gah all of this doesn't really make any sense. I wish Madara would elaborate some more
unless Nagato wasn't actually a reincarnation of the Rikudou Sennin and simply had the eyes. I mean wouldn't a proper reincarnation be able to use Izanagi?
Alrighty, well...mangastream's translation of it was very different than sleepyfans, although sleepyfans does seem to make more sense. Guess we'll have to wait and see.
By the way, Im not sure if rinnegan automatically appears if you possess senju+uchiha powers, but I suspect it. For example, sasuke has ems now, if you introduce shodai's cells into him ems might (in theory ofcourse) evolve into rinnegan, or even that spiral eye pattern we saw with the elder brother, who knows.
Lastly, from what madara says, izanagi works best when used by a rikudou. I say this because madara says that izanagi is based of rikudou sennin's (the great) creation jutsu. Its safe to say rikudou didn't lose an eye when using that justu since he fulfilled both requirements of yin and yan energy. No proof of course, just trying to tie the pieces together.
