So if it wasn't got Edo Tensei and Kabuto , his plan was simply BS.
War was for distraction. Didn't Tobi himself say he didn't care about the winner, as long as he got the two jinchuuriki? Maybe Bee and Naruto would have had protection and been impossible to get to, so the war was to have them hide and then lure them out, with people being too distracted to focus on Naruto.
Edo Tensei and Kabuto's only contribution was Madara. Otherwise it seems Tobi's plan did work, Naruto was drawn out with majority too busy/distracted to protect him. Hell, it was just TObi and his jinchuuriki vs. Naruto and Bee, latter who didn't get help until way later. Though granted, TObi probably did deal damage because of Edo Tensei and helped Kyuubi become Naruto's butt buddy.
The war really didn't make any sense, even as a distraction. Had he not declared the war, he would only have had to deal with a single village protecting their Jinchuuriki (since Kumo wasn't in a position to protect Kirabi at that point in time). Of course, it makes even less sense given that it's now clear that Obito alone could have grabbed Naruto without having to draw him out or anything.
but once he had made the threat he had to follow through with it, madara wanted this plan because he loved the idea of the war, he wanted the nations to suffer a loss, and he wanted chaos
which would give him even more reason to use infinite tsukyomi
which is still in my opinion quite a dumb plan
Even the idea that he wanted chaos or them to suffer doesn't fit given the hackneyed background inserted about him not caring about anything.

He's sort of been consistent with the whole "regular people hating those with special abilities". At the very least, he had the whole Uchiha situation foreshadowed back in the Wave arc.
How so? Juubi could have been revived without the portion of Eight Tails or Nine Tails, but it wouldn't be as powerful as it is now. Hell, it's nowhere near its power had it gotten the full Hachibi and Kyuubi chakra. Kin and Gin brothers weren't necessary, but they did add some power to the Juubi.
Tobi waited because he wanted the Juubi to be at max power. He couldn't get Hachibi and Kyuubi so he made do with what little chakra he had from them. Otherwise Juubi wouldn't have been revived because the chakra that Tobi fed was nowhere near the level of Kyuubi or Hachibi's chakra.
Tobi explains everything. He wanted Juubi at max power, hence why he wasn't too happy about using the bijuu's chakra and why he wanted Kyuubi and Hachibi. Would you settle for 40% when you can get 100%? And wouldn't you try to get 45% if possible rather than 40%? I'm not saying the war makes sense, because if Tobi wanted, he could have gotten Naruto long ago (although that could be explained as well).
