Gotta go with Garra
While I don't dislike Kakashi or Shikamaru. Shikamaru has only done leading on a small scale and Kakashi has a troubled track record, with the whole Sasuke being his student thing. I don't agree with some of Garra's leadership decisions but he really has become a true leader among the kages and a pretty good orator; which is kinda funny from one of the quietest characters in the series.

This is perhaps the hardest category in my opinion. Much of the difficulty has to do with how each leader led in different circumstances and scale. Shikamaru for example is a great leader, but has only led on a small scale, never made hard choices at the same level of what e.g. a Kage would have to make. In addition leading in a battle and leading/managing a village are two completely different leadership styles and require completely different methods of leadership. On top of that we have leading in peace vs war time and leading on a few D,C, maybe B rank missions with 100% success compared to leading on several HUNRED A ranked missions and screwing up on a few of them.
Let's look at Hiruzen: He is the by far longest reigning Hokage, all the others only reigned for a few years, while he led Konoha for around 40 years. Hiruzen was likely a superb leader, but he has MAJOR bumps in his record like "allowing" the Uchiha massacre to happen (Naruto would have KILLED the elders instead of letting them own him by majority vote if he were Hokage). He also let Orochimaru leave which in turn came back not only to kill him, but hurt the village badly. Kakashi however has a similar flaw in Sasuke, but to his defence he only knew Sasuke for a few months and had "little" time to react. He did give him a speech right before he left which would have likely calmed him down had it not been for the Sound 4 showing up a few seconds later, so I don't hold Kakashi responsible for Sasuke's betrayal, unlike Hiruzen and Orochimaru.
Gaara while impressive, is below Kakashi in my opinion. As such my nomination goes to support Kakashi.
Am I the only one that thinks that Kakashi failed as a leader/sensei with Team 7, being one of the focuses of the actual situation?
And the only great leading feat imho was against God Realm, against Kakuzu the leader was Shikamaru, and at the end Kakashi, Ino and Chouji were saved by Naruto and Yamato. In the war, he lead nothing, he was good against Zabuza and Haku and he teamed up with Gai against the Jinchuuriki.
While I love the character, I thinks that his skill as a leader are really bad
Tough one this. There's Pain who lead the Akatsuki for a long time which included so many strong ninjas. There's also Gai, who always keeps his teams spirit up. And there's also Gaara....

He has really evolved and can grow even more in the future.
This is a tricky one.I'm gonna go with kakashi over Gaara.I'm bias like that..lol.
Minato 'cause even though we didn't saw many of his battles , the one in Kakashi Gaiden and the attack on Konoha make him the ultimate leader who isn't afraid to sacrifice himself for the sake of his village.
I vote for shikarmaru because he seem like he would be a wise leader, he has only lead a small team but still he seem better than kakashi and garra, I haven't really see anything that would make garra a great leader but the only thing shikamaru lack is strength which is neccessary for a ninja leader but still if he have strong people working for him can make up for it I guess, so my vote go to him.
Minato - knows how to give responsibility but can step in and execute!
Hashirama is the best leader he founded Konoha and made truce with their mortal enemy Uchiha clan
Kakashi, the best leader out there.
