^Because Tobi was also there and Danzou considered Sasuke in his current state (chakra exhausted, borderline blind) to be useless. Controlling a severely weakened Sasuke if a fully rested Tobi (who Danzou believed was Uchiha Madara) is around, would have been outright stupid. His only logical option was to use that eye on Tobi, because considering Danzou's wounds and exhaustion, there was absolutely no way he could have fought Tobi in a conventional way.
I don't even know why I have to explain that... all of that is completely obvious just by reading those few panels.
And it was explained why Danzo didn't use it on Sasuke. By the time it was ready, Danzo was beaten and had no Izanagi's left. He was in the middle of trying to figure out whether he should use it for Kotoamatsukami or for Izanagi, since he had not only Sasuke to worry about, but Tobi too. Reagrdless, it's made clear that Danzo had Kotoamatsukami, otherwise Tobi wouldn't have been so interested in getting Shisui's eye from him.
I was only replying to this part of his post... and for that it doesn't matter what the effect of the eye would have been. Using it on Sasuke in that situation would have been outright stupid and wasted, because there was another completely rested enemy nearby, who also needs to be dealt with, while Sasuke wasn't in a much better condition then Danzou himself before he got stabed through the heart.Quote:
