The manga seems to be a little inconsistent whenever the third spot in Tobi's mask is a hole or not, but it seems to be the case in scenes like this:

The thing is, if that is a third eye, the obvious answer would be that it is a Byakugan. And if it is a Byakugan, concealing it wouldn't affect it since the Byakugan can see through things.
That would explain why nobody has caught Tobi off-guard, and he seems almost omniscient in the battlefield.
The main problem is that the third hole is way to high... if there was an eye it would be somewhere almost on top of his head between his hair instead of his forehead.
As for the Byakugan: well, its not impossible... but I doubt it. Tobi has way too much of an Uchiha superiority complex to use some lowly eyes from another clan.
Yes, that is true, it would be too high... comparing the two images now, the center of Tobi's forehead would be in the very middle of the mask circular pattern.
Tobi can't have Byukugan as the third eye if it doesn't connect to his brain. I can't see it being of use if there's no chakra goin to it and/or if nerves aren't connected to the brain like a normal eye would be.
if its a byakugan , tobi's mask wouldnt even need a third hole lol , i think the mask just shows tobi's evolution from using two sharingans to using one rinnengan and maybe in the future sasuke's eyes might evolve into the rinnengan with the three tomoes
Maybe it's another Rinnegan or Sharingan. If there actually is an eye on his forehead that is.
With another Sharingan, Tobi could use Izanagi and still be able to battle, unlike before vs Konan when he only had one eye left.
Or, perhaps he could even use Izanami.
If it's another Rinnegan, then I guess he could use the Rinnegan's abilities with more power? Dunno

If tobi has a third eye , i will be convinced he is actually aizen sousuke and when he fails to conquer thr shinobi world he will migrate to the one piece world

Just look for a sec at his mask without the holes looking like the 3 tomoes it looks like a rinnengan and I think that mask symbolizes that he has aquired both sharingan and rinnengan.
This color page pretty much discourage the presence of a third eye, since we see there is cloth covering that part of the mask.
Only because it has three spaces it doesn't mean Tobi has to have 3 eyes, the motive of the mask is a fusion of a Sharingan and a Rin'negan, the same eye the Juubi had.
And guess what eyes Tobi has?
A Sharingan and a Rin'negan.
