i was wondering about the Seirin group that Netero himself once belonged to. It is unknown whether the members are still alive or still strong as they were, but we can assume that Netero at his prime 50 years ago was strongest than he was at 110..and in the Seirin group he was within the best
Teradain Neutral, Bushidora Ambitious, and Lupe Highland made an attempt to reform the Seirin Group during the 13th Hunter chairman election until the former two were killed by Hisoka. Morel McCarnathy told them off that they're too weak to even claim the name of the group.that show how powerful and skilled those people are.
my theory is that they are or some of them are already in the d.c and they will meet most likely with beyond netero team

Why you think the're in the Outside World already when it was clearly stated that no one went there since the last incident?

I doubt so. I'm one of those who don't relate power to location which is a generally pretty much rule for shounen manga. But this is Togashi and probably the reference was just an addition to never be touch again as all the other additions there are in this manga.

The Seirin Group is a team of versitile Hunters that the late Chairman Netero onced belonged to, the members are so skilled that it is considered by other Hunters as legendary. Nothing much is known about it's other members and the group is likely to be already disbanded

Given the current trends of HXH the most likely outcome is that this Seirin group is vastly overrated and you'd see three of their heads rolling on the ground the next time Togashi remembered those guys exist.
The Seirin group is just an attempt to establish the absurd balance of power, or lack there of. Honestly, being a criminal would suck hard in the world of HXH where the good guys, namely the Hunters, are overwhelmingly powerful. Hisoka wanted to become a Hunter to avoid getting in trouble for committing murder. I'm guessing he wasn't exactly afraid of the local police. It's clear he did that to get Hunters off his back. When Kuroro was kidnapped, Nobunaga waited for reinforcement even though 5 of the Spiders were present simply because the Chain Assassin had another "Pro Hunter level" friend. Sure some of them were injuried and not every one of them was a combat specialist but you're talking about 5 on 2 here. It's said that the Spiders are a dangerous group of criminals that even pros don't mess with, but how big of a group does the average Hunter travel in? So yeah of course 1 or 2 guys versus 13 guys is going to be pretty nasty odds. Of course you can't possibly get the impressions that the Hunters are overwhelmingly strong especially based on the Election Arc where they might as well be a joke and makes you wonder why Pariston even bothered with such a weak organization. So you got this mythical organization that came out of nowhere that's supposed to reassure us that the Hunters possess the ability to crush any non-national entity with extreme ease, except they're always supposed to have this ability.
It's probably because the Hunter Association is retarded and inducts insane murderers without a second thought. What are the odds that these guys act against the greater good rather than for it, like the Association? Just from Gon's year alone, they inducted two psychopaths who could probably slaughter half the permanent members of the Association without blinking.
I suspect the really strong Nen users are not members of the Association. Why would they bother?
As for the spiders and kurapica, neither of them really made much sense. Loved how Gon & Killua were kicking their ass. Then G.I demonstrates that they actually know jack-all about real combat. Somehow these guys manage to land blows on the Spiders. Ah well, whatever.
Also about the balance of power,it's true that the majority of Hunters are weak , the police too,but you can be a pro Hunter without being a fighter.
Zodiacs for example,they are not only the best Hunters in the world but also the strongest fighters of the organization and I think the majority of them are stronger than Netero because of his age(they were ALL his sparring partners),aside from them,Hisoka only wants to fight Menchi,Buhara and Satotz,it means they are strong but they are not the best Hunters.
So,the majority of Hunters are weak and excepted the Troupe I haven't seen exceptionally strong villains,I don't think there is a problem of balance.Antagonists are just too .

Let's remember that the ones killed were temp. hunters which are not hunters. If you need any proof, see the total of the votes between each elections and you'll notice that the numbers don't change.
Of course, Hisoka is a dangerous person and He's probably in the high ranks. Teradin and the others were on the lower half, I presume. It's funny that every time someone tries to group in HxH they die horribly :P
There is 635 hunters. Of them, the top is known to be the Zodiac 12 and Netero. The bottom are some hunters with unknown abilities which were ranked like that probably because basic aura gauge. The middle seems to be guys like Hanzo, Knuckles and Shoot...(Hanzo wasn't that far from Hisoka according to Killua in the Hunter Exam). In the other side, we have Biscuit and Morel who are both very smart and experienced.
I think many people misread Election Arc. Hunters are not weak and probably Seirin in the past were people like Morel or above. Which as far as we know, can take a Royal Guard on their own.

Age absolutely is a weakness in HXH, which is why the notion Maha can be strong is absurd. Netero laments that he only has 50% of his prime power at max and it's obviously because of his old age. Maha was weaker than Netero in the past (otherwise we'd hear legends about Maha, not Netero) and he's roughly in the same age group (he's something like 90+ years old). Characters in HXH have very long primes but it still can't be more than about 50 years or so.
Morel can't take on a Royal Guard by himself. Pufu said if there are SEVERAL guys as powerful as Morel then they might have had a chance to beat him, and he basically stood still for the first four seconds of the combat to allow Morel to setup the trap. So why didn't Pufu just kill Morel? Because Pufu has no way of knowing whether the Smoke Jail breaks upon Morel's death or does it become even stronger after Morel died (plenty of example of such abilities).
The bad guys in the world of HXH are greatly overrated. Hisoka is at best an above average member of the Spiders and the Spiders as an organization is hunted by the Hunters, not the other way around. Prior to Pariston's rise to power, which probably happened in the last 5 years or so, there's no such thing as a 'temp Hunter' since the Hunters used to be an ultra-elite organization. That is why Nobunaga said the Chain Assassin had a 'pro Hunter level' friend, even though he has no idea of that person's ability, because 'Hunter' itself implies 'pro' and 'pro' means you're strong enough to make 5 Spiders wait for reinforcements. A 'pro' is someone around the level of say, Kite, and possibly a lot stronger. It's not supposed to be the guy who got defeated by Canary single handedly that later become a doorguard. It's because the average Hunter is supposed to be as strong as Kite that they don't care about inducting crazy lunatics like Hisoka or Ilumi because the implication is that if these guys cause trouble they'll soon be dealt with. Of course by the time Pariston came around the message is more like the Hunters are a weak organization that holds no power to stop even a small time murderer like Hisoka and Pariston, a guy who was supposed to be the greatest evil the organization ever faced, ends up taking pity on the organization and advised Chidol on how to salvage the useless organization.
