Cleaning Cleaning dust

I scan all my own manga for my group but find that if i scan at 600 dpi (please dont mention that some series dont need that high a dpi, i have heard it already) the image always has dust left over even when i level and resize it. Is there an easy way to get rid of it or am i or my editor just stuck cleaning manually? (i'd post a scan to show you guys but i am at work.)

I dont just mean a specific fix for one page. I was thinking there might be a more universal quick fix
