where can i find a good one piece fan site that is similar to leafninja.com - naruto or bleachexile.com - bleach

Arlong Park is the premiere fansite for One Piece. And One Piece HQ isn't bad either. The forums on that site are very good, but Arlong Park is still the best.

I hope you're still not searching for the "site" lol. Anyway, just in case you are (:O) here it is. I'm sure there's another site that has all the Pandaman sightings but I can't remember the name.
