King fights with a spear named Chastiefol that he controls via magic, it has all kinds of abilities(petrification, transform into a giant teddy bear, energy beam, healing etc). He can read minds as well. I read both NNT and BNHA and I think he would easily defeat All Might.

His innate ability almost reads like he can just will a person dead but the images I have seen implies he might have to come in contact first?

No it's not like that. Disaster mainly works as an amplifier. Chastiefol has 10 forms, each represents a flower in the Fairy Forest/Realm. With Disaster their powers is strengthened. And in the Fairy Forest/Realm he can regulate the flora as he wishes.

Feats of King using Disaster without Chastiefol as a medium are rare. He used it to condense the power of a water droplet which and make it deadly and also on someone's injuries. And also to aggravate someone's injuries(can turn a little injury into a worse one).

Yes he is incredibly weak physically(weaker than a cat even), but it doesn't really matter because he relies fully on Magic, for flight, speed etc. His combat reactions and reflexes are also top tier, he is used to fight physical powerhouses and he can dodge even at point blank. As long as Magic can be used it's not an issue for him.
