He is basically rallying up all those countries Tsumiki mentioned. This won’t be just the heroes vs reincarnated sorcerers and curses.

I mean if he pulls it off, aside increasing his little army with foreign sorcerers, it does put more civilians into the cross fire giving Kenjaku additional protection even if Gojo ends up free since they'd want to avoid the civilian casualties. This of course would further upend the sorcerer association, leaving his enemies with even less resources even if things go their way. That isn't adding the possibility that what he's doing with the colonies could potentially be replicated on a larger basis around the world. Either way he's evidently putting things in his favor even before the culling games end, he's taken enough insurance to proceed regardless even in the worst case scenario that Gojo is freed.

Well that's one way to up the stakes while still maintaining character growth. I have a feeling that with the way this story is progressing, Gojo, Sukuna et al will no longer be plot-breaking demigods soon enough.

While we don’t know what Kenjaku means exacly by CE optimisation, he did say he needed to create chaos for his goals to be achieved. This is part of this.

Now I just wonder whether Kenjaku and Sukuna are aligned, and whether Kenjaku is aware of Uraume’s true loyalty.

Finally, I wonder why Sukuna went out of his way to let Yuji know he is the fallen. If anything, Yuji killing himself will not be beneficial to Sukuna as it means he will never fully revive. Sukuna knows Yuji is willing to sacrifice himself. This must be part of some plan of his again.
